Gender equality in education

To mark International Women’s Day the OECD released an impressive new analysis on gender and education. Using PISA 2012 data, the report looked at where gender equality still eludes us: boys do less well in reading while girls are less likely to imagine a career in science and technology, even when they are top achievers in those subjects.

What are some of the other ways in which gender is important in education? A just released Trends Shaping Education Spotlight starts with the obvious: The vast majority of teachers are female across the OECD. This is most marked in pre-primary and primary education, where approximately 8 out of 10 teachers are women. In secondary education, 68% of lower secondary teachers in TALIS countries are female, and in countries like Estonia and the Slovak Republic, more than 80% of teachers are women.
Is this important? Among journalists and policy-makers, there is a penchant to connect the lower performance of boys (particularly in reading) to the fact that most teachers are female. However, while the argument is intuitive, research evidence does not suggest that simply bringing men into the teaching profession would improve boys’ achievement, as measured by test results. 
Aiming for a better balance of men and women among teachers can nevertheless have positive effects. Male teachers can serve as role models, particularly for those students who do not have many positive male influences in their lives. Some countries are actively seeking to increase the numbers of male teachers. In the UK for example, the Training and Development Agency (TDA) has developed a campaign aimed specifically at recruiting men into the profession, which emphasises the rewarding nature of teaching and provides taster courses for male applicants in primary schools. 
There is another way in which gender plays a role in education: While teaching is a predominantly female profession, school leaders are still more likely to be men in many countries. For example, 68% of Korean teachers are female whereas only 13% of Korean principals are women. In Finland and Portugal, 7 out of 10 teachers are women but only about 4 out of 10 principals are. On the other hand, in Norway, 61% of teachers and 58% of principals are women, and in Poland, the gender imbalance is below 10%. 

Why are women not found in the position of school leader more often, given that they make up the majority of the teaching force? Many factors determine the number of female principals in a country. The education and skill level of candidates, individual willingness to take up the role of principal, the number of female applicants, as well as gender-bias in perceptions of leadership ability play an important role. Encouraging more female leaders requires systemic efforts that go beyond the individual hiring process.   

This is important: Gender segregation in career choice results in talent loss for the individual as well as for society in all fields, not just education. Recent research suggests that gender-diverse business teams have greater success in terms of sales and profits than male dominated teams. And a report by the International Monetary Fund (IMF) argues that the gender gap in the labour market accounts for up to 27% of lost GDP per capita. Raising the female labour market participation to male levels could raise GDP in the US by 5%, in Japan by 9% and in Egypt by as much as 34%. 

Yet old stereotypes die hard. Perceptions of what counts as “masculine” and “feminine” vocations are formed early in life and are strongly influenced by traditional perceptions of gender roles. Women still struggle to reach top leadership positions, and are less likely to become entrepreneurs. Men are far less likely to become teachers and join other “caring” professions, such as nursing. 

So what can be done? The Scottish government has made efforts to reduce gender based occupational segregation with its “Be what you want” campaign. The campaign specifically targets 11-14 year old students in Scottish schools and tries to support the aspirations of young people by highlighting the barriers that boys and girls face when trying to enter “non-traditional” areas of work. A number of other countries are launching similar initiatives. 

These kinds of small steps could be important. Gender equality does not mean that men and women should become the same, but rather that a person’s opportunities should not depend on whether they are born female or male. Education can, and should, play a role in shaping attitudes and transforming behaviours to improve gender equity. A world with more female computer scientists as well as more male teachers and healthcare workers? Sounds good to me.

Man with a mission

David Puttnam had a storied 30-year career as an independent film producer (The Mission, The Killing Fields, Local Hero, Chariots of Fire, Midnight Express, to cite just a few of his award-winning films) before he retired from film production to focus on public policy related to education, the environment, and the creative and communications industries. Lord Puttnam, who is now the UK Prime Minister’s Trade Envoy to Viet Nam, Laos, Cambodia and Burma, the Republic of Ireland’s Digital Champion, and chair of Ireland-based Atticus Education, which delivers interactive seminars on film and other subjects to educational institutions around the world, quit school at 16. (“I was bored to tears,” he says. “It was night school that saved me.”) Marilyn Achiron, editor at the Directorate of Education and Skills, met with Lord Puttnam in early November when he was in Paris to give a keynote address to the CERI Conference on Innovation, Governance and Reform in Education.

Marilyn Achiron: In your keynote speech, you talk about creativity in using technologies in education. What do you mean by that? 

David Puttnam: Creativity, for me, is finding metaphors, finding ways of explaining things in an interesting manner. Innovation in teaching is more than just technique. It’s a way of getting teachers to understand that teaching is a wildly interesting, imaginative job; and the results you can get – as we used to call it, the “lightbulb moment” – when you find the right switch for that lightbulb, are absolutely remarkable. But unfortunately, because of curricula pressures, personal pressures, because of class size, etc., teachers find it increasingly difficult to individualise kids in that sense: one kid’s lightbulb is not going to be the same as that of another kid.

MA: In your travels, do you find that teachers are willing to learn new pedagogies, learn to use new technologies in the classroom, or is there resistance? 

DP: I chair the Times Educational Supplement advisory board. In 2008, we realised that we had a perfectly efficient social media site – TES Connect. And we wondered what would happen if we really opened it up to teachers, to try to encourage teachers to talk to each other instead of through us. Teachers place learning materials, lesson plans, ideas, questions on the site. We've now reached a point at which over a million teachers a day, from all over the world, are now accessing this one site. So the idea that teachers aren’t interested in talking to other teachers, or in learning from other teachers, or in passing on information to other teachers has been blown right out of the water. The day when you went to your classroom, closed the door, and jealously guarded your own pedagogy – those days are over, gone.

Having seen the extraordinary success of  social media sites – TES Connect, and others – one criticism I would make is of the overall quality of the resources that are available. Quantitatively, we’ve hit a gold mine; qualitatively, I think it’s operating at about 20% of what's possible. You need to make sure that the resources posted stimulate really innovative and interesting work. One thing we’re looking into is the concept of copyright-free classrooms, which would mean that teachers wouldn’t have to worry about what they can and can’t use – movie clips, clips from television, whatever it might be – so that we’d in effect be challenging teachers to take material and re-use it, rather than looking over their shoulders wondering if they can. It would create an environment of “permissibility” for teachers to find out what’s possible.

MA: As a film producer, you had direct control over the process and your product, you had relatively quick reaction time from the people you worked with. Are you frustrated now in your policy work on education and climate change?

DP: Oh deeply. I no longer believe, in my heart of hearts, that the political will exists to turn things around – until we are faced with an evidential, existential crisis.

MA: What will that be?

It’s going to have to be pretty catastrophic to create lasting behaviour change; and it’s going to have to be something with a clear “read across” to other nations. It can’t just be inundation of coastal Bangladesh, or the vanishing of the Maldives. It can’t just be that. It’s got to be a situation in which every farmer in the [US] Midwest says: “It’s game over”. It has to shatter complacency at the UN; it has to shatter complacency within the OECD.

MA: How do we convince aging populations, particularly in the West, that improving education and maintaining schools are important? 

Anyone who is sufficiently a fantasist to think that good education systems are not a prerequisite to the health care they want, and the pensions they want, and the social security they want as they get older is bonkers, just plain bonkers!

As we discussed during the conference, the difference between the [highly innovative] medical profession and the teaching profession is quite simple. If you’re a surgeon and I come to you with a serious health issue, and you say to me, “You really do have a problem; however, I was reading the other day about a procedure which is really interesting. It’s been used several times and it could – could – save you”, I’m going to say, “Where do I sign?”

What you have is a process that constantly incentivises innovation, because through a series of relatively short-term wins you get long-term gains. The default mechanism in the education world is the opposite, which is: “How do we be sure it will work?” Because the crisis isn’t acute – or isn’t perceived to be acute. That, I think, is why the medical world has developed at an extraordinary pace – and continues to – and why education languishes.

How can education systems embrace innovation?

Innovation in education is a highly contentious issue. Talking to education ministers one quickly gets the impression that education systems in general are very reluctant to innovate, and that there is strong resistance to change among teachers. But teachers would give you the opposite idea, by telling you that there are too many changes imposed on them without much consultation and without ensuring the necessary preconditions for a successful implementation of change. In some countries, innovative change has been implemented without either the care and diligence needed or the appropriate prior testing, experimentation and evaluation.
In its recent publication, Measuring Innovation in Education, the Innovation Strategy project of the Centre for Educational Research and Innovation (CERI) provides evidence that suggests that there are a lot of changes happening at various levels of the system. The widely accepted view that education professionals are change-aversive seems to be wrong. But few of the innovative changes the book documents are the result of deliberate top-down reforms. Other work in CERI, specifically in the Innovative Learning Environments (ILE) project, has revealed a huge reservoir of innovative energy at the micro-level – definitely the most relevant level where teaching and learning actually happens.

How to square these different views on innovation in education? Maybe the core of the dispute is not so much about the actual amount of change and innovation in education, but about the process - how change and innovation happen. A lot of well-intentioned innovations fail not because of a lack of quality or because their intended direction of change is wrong, but because of how they have been implemented. Teachers will be able to give you rich accounts of top-down innovations, implemented without much consultation, without taking into account the experiences and knowledge base at the point of delivery of education. Lack of trust, lack of ownership, a poor evidence base, and lack of empowerment of the key actors – these seem to be the main ingredients of the recipe for failure in changing education.

To better understand this, we need to know more about how the governance of education systems has changed. Many attempts to bring about innovative change in education do not yet seem to be based on what we already know about how education systems are governed. Decentralisation, greater complexity, multiplication of stakeholders, broader dispersion of knowledge and expertise, more levels of decision-making all make education systems more difficult to steer and to change. At least that’s the impression one gets when looking at the system from the outside. Indeed, the complexity and the multilevel nature of decision-making in education systems make top-down reform much more difficult to achieve. But complexity, in itself, does not necessarily jeopardise change through innovation.

Too often education ministers and policy makers react by tightening the screws, i.e. by reinforcing accountability, supervision and bureaucratic control systems. This may lead to short-term behavioural adjustments of the actors in the system, but very rarely to sustainable change. Work in CERI’s Governing Complex Education Systems project has shown us what makes for effective, sustainable innovation and reform: the professionalism of teachers and school leaders, strong knowledge-management frameworks and trust among all stakeholders and actors in the system. Professionals bring about innovation when they have a stake in it, when they see the evidence and the supporting knowledge base as credible, and when they trust their colleagues. In the same vein, parents will commit to innovative change when they feel involved and listened to, and when they understand the rationales and underlying evidence for change.

Does this mean that the capacity of education leaders, ministers and policy makers to steer the direction of change in education has evaporated? Have education ministers become powerless? No, definitely not. But they have to find new ways to set the course of change. Building a convincing case for change and articulating a credible narrative that appeals to both the professionalism of teachers and the interests of parents and stakeholders in the community can go a long way towards effecting change in complex systems. But change also works the other way around. The enormous reservoir of innovative energy at the micro-level can result in sustainable change if the actors involved can make a compelling case that gives direction and meaning to change.

The education community shows a great interest in better understanding these processes of change, reform and innovation in education – and the governance arrangements that support or obstruct them. That’s why some 200 policy makers and professionals will be gathering at the CERI Conference on Innovation, Governance and Reform in Education in Paris next week. The findings from CERI work in four different research projects will be shared and discussed so that we all can better understand the conditions under which sustainable and effective innovative change can be realised.

Are teachers really resistant to change?

Teachers are often accused of conservatism and resistance to change. Many education policy makers can list numerous examples of well-intentioned reforms that were opposed by the teaching profession and their union representatives in the past. But teachers will argue that reforms are often imposed from the top down, without much consultation with or respect for the professional wisdom and experience of the teachers themselves. At the same time, the teaching profession has not yet completely succeeded in developing a dynamic and change-oriented perspective for its future. The result is that teaching methods and techniques that have worked in the past have become the yardstick by which to assess – and often condemn – ideas about what could work in the future. At least, this seems to be the dominant view.

The finding that, in fact, teachers become more satisfied in their work when education systems go through a process of innovation may thus come as a complete surprise. Innovation and teacher job satisfaction are not mutually exclusive. A new publication from the OECD Centre for Educational Research and Innovation (CERI), Measuring Innovation in Education: A New Perspective, brings together a wealth of data from the Trends in International Mathematics and Science Study (TIMSS), the Progress in International Reading Literacy Study (PIRLS) and the OECD Programme for International Student Assessment (PISA) that capture various forms of innovation in education. It also presents a composite innovation index for 28 countries or school systems with sufficient amounts of data for the period 2000-11 that covers several areas of innovation-oriented change, such as innovation in instructional practices, in class organisation, in methods of assessment, in the use of technology, in teacher evaluation and feedback mechanisms, and in the ways schools interact with their environments. The composite index measures the size of the changes that have occurred over time as a result of the combined effects of these innovations. (Of course, these school systems might have very different relative positions on the respective indicators.)

According to this index of overall innovation, Denmark, Hungary, Indonesia, Korea, the Netherlands and the Russian Federation have seen the greatest innovation-orientated change between 2000 and 2011. The state of Massachusetts in the United States, Austria and the Czech Republic show the smallest innovation-oriented change. The greater change seen in countries like Indonesia and the Russian Federation can be explained by a catch-up effect, whereas the relatively small change seen in Massachusetts may reflect the state’s already-high level of innovation in education at the beginning of the period. Both the Russian Federation and Indonesia show large changes in more interactive and realistic instructional practices, in encouraging students to reason, rather than learn by rote, in independent work by students, in giving more individual attention to students, and in changes in class organisation and assessment. Both countries also reported large improvements in the use of information and communications technology and in Internet connectivity in the classroom. In Massachusetts, these practices were already in place in 2000 or a negative change was observed in some of the data.

In 23 school systems, this overall innovation index can be correlated with a measure of satisfaction among 8th-grade mathematics teachers between 2003 and 2011, based on TIMSS data (see chart above). The outcomes of this exercise are amazing: the correlation between the two sets of data is strong. In general, school systems that have gone through an intense process of innovation in education tend to be those where teacher satisfaction has increased the most. The relationship is very clear in the upper right quadrant, which includes countries that have innovated more than the average among the OECD countries with available data. However, less change related to innovation does not necessarily correlate with less teacher satisfaction. Some countries in the lower left quadrant have seen a smaller increase in teacher satisfaction than the OECD average, or, in the case of Chile and Sweden, even a decrease, but in the other countries shown on the left of the chart, there is no real relationship between the two data sets.

The composite system-level innovation index includes measures of innovation-oriented change on two levels, the school level and the classroom level. The analysis shows that classroom-level innovation is more strongly correlated with the trend in teacher satisfaction. Clearly, innovation that affects teachers’ daily work – and which probably tends to increase their professional autonomy – matters most for teacher satisfaction.

Interestingly, the composite system-level innovation index also correlates positively with trends in the TIMSS 8th-grade mathematics learning outcomes between 2003 and 2011, as well as various PISA measures of equity in learning. At the risk of over-generalising, it seems that the kinds of innovation in education captured by this OECD innovation index increased the capacity of teachers and schools to cope with challenges, boosted teacher autonomy, and improved teacher satisfaction, ultimately improving students’ learning outcomes and the capacity of systems to create favourable learning conditions for all students in a more equitable manner.

The bottom line is that change, in itself, does not run counter to teacher satisfaction – quite the contrary. In countries or systems where there was a process of rapid innovation-related change, teachers reported greater job satisfaction. If teachers react so positively to change, they can hardly be seen as “conservative”.

Think Green: education and environmental awareness

The environment is a hot topic in the press and classrooms across the world and much has been said about the need for action to protect our planet. If current trends in climate change continue, temperatures could increase between 3 and 6 degrees Celsius by 2050. Such large temperature increases would lead to water shortages for billions of people, reduce agricultural yields, increase malnutrition related deaths by millions and lead to the extinction of a large part of animal species.

Education plays a crucial role in raising awareness of environmental challenges and shaping the attitudes and behaviours that can make a difference. A recently released Trends Shaping Education Spotlight looks at the role of education in both preparing and providing our citizens with the skills needed for a sustainable and productive future.

A first step in addressing the issue is raising awareness. Many classrooms already discuss important issues like recycling or sustainable consumption. However we need to do much more – results from the last PISA test that looked specifically at environmental science show that on average across the OECD, only 19% of students performed at the highest level of proficiency. Students at this proficiency level were aware of environmental issues and understood their complexity, which suggests that they have an adequate understanding of the challenges that climate change presents.

Some countries do better than others: in Canada, Finland and Japan for example, more than 30% of students performed at the highest level of proficiency. However more must be done to improve the level of the poorest performers. On average across the OECD, 16% of students performed at the lowest proficiency level and in countries like Italy, Mexico and Turkey more than 20% of students perform at the lowest proficiency level. These students were unable to answer questions about basic environmental phenomena. They were also much more likely to be overly optimistic about environmental issues and much less aware of the dramatic consequences of inaction.

So, what can be done? The performance of students in environmental science is closely related to performance in traditional science courses (such as physics, biology and chemistry). Better science education in general can thus be combined with specialised courses in order to increase student proficiency in environmental science. The next cycle of PISA (in 2015) will again focus on science issues and will be an opportunity to verify which countries have taken the lead on the topic and which are falling behind.

The need for green skills extends beyond basic education. Vocational education programmes are important in preparing students to be flexible and adaptable to changing standards and requirements. In fact, countries already struggle to provide workers with the right skillset. For example, German and Spanish authorities have signalled a lack in skilled photovoltaic workers to install and maintain solar electrical systems. Such skill shortages are a major impediment to the growth in these green industries. They also make the move to a green economy slower and more expensive than it could be.

For basic education as well as vocational education and training, policy measures such as work-based learning and the provision of better career guidance can be powerful tools to strengthen the link between skills development and the green-growth agenda of countries.

Universities also play an important role. In 2011, 220,000 students received university degrees in “green” subjects (for example, environmental protection and physical sciences (climactic research, meteorology)) across the OECD. This constitutes a 62% increase in “green graduates” since 1998, which is comparable to growth rates in fields like mathematics and statistics.

Even though it is important that individuals have the right technical skills and scientific knowledge to go green, this alone will not be enough. In order to act effectively, individuals need to be willing to trade off immediate gains (taking the car instead of less convenient public transport, for example, or turning the air conditioning up to maximum on hot days) for long-term sustainability. Making these choices requires critical thinkers who can connect their daily decisions to long-term consequences, not just for themselves, but for society as a whole. Our schools and universities must play their part in preparing us for this challenge.

Education professionals as social innovators

The famous French social scientist Emile Durkheim – the founding father of the academic discipline of sociology of education – grounded the view that by transmitting society and culture into the next generation, education was inevitably looking more to the past than to the future. His legendary quote – “Education is only the image and reflection of society. It imitates and reproduces the latter… it does not create it” – coined the notion of education merely ‘reproducing’ societies. When social change accelerates, it is no surprise that the ‘conservative’ role of education becomes increasingly perceived as a problem in itself. Today, many economic and political leaders tend to share the view that education is losing the race with technology and is not changing fast enough to cope with future challenges.

But is this a fair account? And how do professionals in the education sector view their own jobs? There are very few data sources to empirically assess the innovative potential of education. Measurement of innovation has progressed significantly in recent years, but applying such measures on education has been rare. The most recent issue of OECD Education Indicators in Focus, based on the new publication Measuring Innovation in Education: A New Perspective produced by the Centre for Educational Research and Innovation (CERI), analyses measures of innovation in education by using data of the Research into Employment and Professional Flexibility (REFLEX) (2005) and Higher Education as a Generator of Strategic Competences (HEGESCO) (2008) surveys in 19 European countries on how tertiary graduates working in education perceive their own jobs. The results are surprising: no less than 59% of education professionals hold a highly innovative job.

Jobs are defined as highly innovative when tertiary educated employees say that they work in an organisation at the forefront of innovation and that they contribute themselves to innovation. With this measure of innovation it becomes possible to compare education with other sectors in society. In the manufacturing sector, 64.4% of the tertiary educated professionals work in highly innovative jobs, but education follows closely with 59.0%, well above the average across all sectors of 54.9%. The health sector, commonly perceived as more innovative than education, only counts 50.4% of jobs defined as highly innovative. Public administration closes the list with 39.5%. It is less of a surprise that within education there are huge differences between primary, secondary and tertiary (or higher) education: the higher education sector is, with 69.2%, the most innovative one, while primary (56%) and secondary (54%) education are situated much lower, but still around the cross-sector average.

Innovation research distinguishes between three types of innovation: ‘knowledge or methods’, ‘products or services’, and ‘technology, tools or instruments’. On average across sectors, innovation in knowledge or methods is the most prevalent one (36.6%), followed by innovation in products or services (28.8%) and innovation in technology, tools or instruments (21.3%). Education shares the same ranking of types of innovation, but with greater differences. Of all sectors, education has the highest percentage of highly innovative jobs in knowledge or methods: 48.5% (in higher education alone even going to 59.5%!). On the other hand, education is on the low side regarding innovation in technology, tools or instruments: only 20.6% (29.6% in higher education) of the tertiary educated professionals in education see their job as highly innovative for this type of innovation.

These data – which are innovative in themselves – put education in a different light than Emile Durkheim did more than a century ago. The idea that education is intrinsically conservative should be revisited, or at the least nuanced. Education professionals seem to align themselves more with the opposite view, of which John Dewey, the famous American philosopher of education, is the main exponent. By leading the next generation into the future, Dewey saw education as intrinsically progressive. In one of his most inspiring quotes – “Education is a social process. Education is growth. Education is not a preparation for life; education is life itself” – he equated education with growth and change, just as life itself. The progressive movement in American education of the mid-20th century was very much inspired by this idea and demonstrated that education could indeed lead the way in transforming society.

In various aspects education is as innovative as many other sectors, in some cases even more so. Certainly, a lot more should be done to make education a truly transformative engine of social change, to align it better to the changes 21st century societies are experiencing. But divergent views among stakeholders on the future of education should be discussed on their own terms, and not presented as a lack of innovation.

These data also show that it is good to listen to the voice of educational professionals themselves before making normative judgments on the education system. A few weeks ago the OECD published the results of the TALIS 2013 survey, an international survey of teachers on their profession and their working conditions. The TALIS data also present a different view on education than what outsiders typically believe: one of teachers generally satisfied with their job, confident that they are up to the challenges, but demanding more professional working conditions and a greater respect from society. The new data on innovation in education bring a similar message: education professionals presenting themselves as social innovators in a system perfectly capable of guiding social transformation.

The urban paradox

Our world is becoming more and more urban. Today, more than half of the world’s population live in cities, and this proportion will continue to grow. On average across the OECD, over 85% of the population will be living in cities by 2050.

The growth of cities is driven by hopes and dreams for a better life: large urban environments provide more educational and career opportunities, better access to high quality health and emergency services, and as well as a number of other positives. Yet urban areas are confronted with a paradox: they concentrate wealth and employment opportunities, but they can also host high levels of poverty and labour-market exclusion.  In addition, the agglomeration of workers and firms is often accompanied by negatives such as more tenuous social networks and disconnection from family and community, which can engender social alienation and violence.

Schools increasingly provide a sense of belonging and play the role of the immediate community and neighbourhood in urban areas. A just released Trends Shaping Education Spotlight looks at the role of education in our increasingly urban societies.

First, the good news: the urban advantage in education is real. Students who study in urban areas scored on average 20 points higher in PISA 2012 than students in small towns and rural schools even after controlling for socio-economic status (which is generally higher in cities). This urban advantage is on average equal to half a year of schooling and is particularly large in countries like Hungary, Mexico and Slovenia which have high gaps in performance between urban and rural schools.

Why is this? The wealth of cultural opportunities and science institutions in urban environments expose young people to a diverse set of educational and career opportunities that are largely unavailable in rural setting. Such experiences can inspire, motivate, and challenge children and young people to achieve more. In addition, schools in urban centres are generally larger and more autonomous and might therefore be better able to allocate resources and retain qualified administrative and teaching staff.

However not everyone can benefit from these opportunities. Families with lower socio-economic status, immigrant families, and single-parent families are all less likely, on average, to be able to benefit from the urban advantage. It is thus important to address urban inequities that can undermine children’s access to quality education, such as unequal allocation of educational resources, lack of access to cultural institutions, residential segregation in major cities, higher concentration of single-parent families, and more disparate income levels. Only then can all students benefit from the opportunities unique to an urban environment.

The urban paradox is real, then. Along with increased opportunity come larger threats. In densely populated regions, poor social cohesion and rising inequality can lead to conflict and tension. Attempts to improve the security and safety of urban environments often rely on schools as a way to reach out to young people at risk. In addition to ensuring academic excellence, schools will continue to be called upon to strengthen bonds within the urban community by helping young people develop skills in non-academic areas such as tolerance, conflict resolution, and civic participation.

Similarly, schools have begun to take a more active role in promoting mental and physical health, and teachers are increasingly relied upon to detect students who are showing signs of withdrawal and alienation and to effectively model positive social behaviours.

However, there is a real question about the responsibility of schools in addressing all these important issues. Youth at risk are more likely to drop out of school before completing their studies, and can therefore not be reached by standard school-based programmes. Furthermore, teachers are already charged with an important educational mission that does not necessarily overlap with a demand for crime prevention and mental health approaches.

Who is responsible for what, and how can this all be balanced in our changing (and increasingly urban) world? This is not a new question, but it is becoming ever more important as we continue to become more urban and more diverse. As schools become microcosms of our progressively more diverse society, they have the opportunity to prepare children for our increasingly heterogeneous, more global and less locally connected world. Are our education systems ready for this challenge?

Sweet smarts: fighting the child obesity epidemic

The Academy Awards have come and gone, treating us to glimpses of the rich and famous – and very thin. Amid the buzz and glamour of this spectacle it can be hard to remember that the stars represent only a tiny portion (literally and figuratively) of our populations.

In fact, the growing rate of obesity is one of the most significant health trends in OECD countries and increasingly, in Brazil, Russia, India and China, the “BRIC” countries.  A just released Trends Shaping Education Spotlight highlights this issue from an educational point of view, with a special focus on children.

Obesity now affects more children than ever before, with one in five children between the ages 5 and 19 estimated to be overweight. The figures are higher for Greece, Italy, New Zealand and the United States, where almost one in three children is overweight. Especially disturbing is the leap in child obesity rates in China, Korea and Turkey, which jumped from 10% or less to 16% or more in only three years.

For those who think that it’s just a phase that children will naturally grow out of, we have bad news. A recent American study demonstrated that overweight 5-year-olds were four times more likely as normal-weight children to become obese by the time they were 14. Although the jury is still out on why this is so, it does suggest that efforts to prevent obesity must start much earlier than they currently do and focus more on the children at greatest risk.

What are some of the ways education can play a role in reversing this unhealthy trend? In general, education and better schooling is a positive - research has demonstrated that additional years of education are linked to a lower chance of being obese. More specifically, education can help:

  • instil healthy lifestyle patterns at an early age and empower children and their families to make better choices for a healthy future;
  • teach children important skills such as delayed gratification, moderation and critical thinking;
  • improve psychosocial factors such as grit, self-esteem, resilience and empowerment.

Health education can teach children the consequences of risky behaviours (such as poor nutrition and a sedentary lifestyle) as well as improve their ability to gather and interpret health-related information. Education can also help children identify and deal with eating disorders, including anorexia and bulimia.

But of course this is a complicated problem, and there are no magic solutions. Reducing junk food in school cafeterias is a start, but challenging negative assumptions and stereotypes that can shape teacher and student expectations is crucial. If we cannot reverse this trend, even simple details like the size of desks, chairs, and yes, washrooms, will need to be rethought.

Many countries have been working hard in their schools to combat obesity, with little improvement to show for their efforts. It must be remembered that education does not exist in isolation. Children are in school for less than half their waking hours, and families, peers, and the community all have important impacts on their choices. Success in combatting this unhealthy trend on a societal level means involving all stakeholders: government, schools, parents, students, civil society and the private sector.

There is one other area where we can do more. Recent research has demonstrated that early intervention matters: overweight 5-year-olds were four times as likely as normal-weight children to become obese by the time they were 14.

Rising enrolments in early childhood education provide an opportunity for such early intervention. High quality early childhood education and care is linked to a host of positive outcomes, including improved child well-being and learning, the reduction of poverty, and increased inter-generational social mobility. It may also be able to help instil healthy eating and physical activity behaviours.

We have a challenge before us. Increasing obesity is not unavoidable. We must do all that we can to keep fighting the trend, and education is one of our best weapons. The health – and weight – of our nations depend on it.

Inclusive educational innovations in India

India has been hailed for being a laboratory of frugal and inclusive innovations. The Tata Nano, the cheapest car in the world, the Aravind Eye Care Hospitals, which fight “avoidable blindness” by giving cheap or free state-of-the-art eye surgery to poor Indians, or the Bharti Airtel, which offers low-rate phone calls, thanks to an innovative business model, are often-cited examples of innovations that make valuable products and services affordable to deprived populations. Just glance at the Honey Bee Network database and you will find a plethora of interesting initiatives targeted to the Indian poor: from the Mitticool, a natural refrigerator made entirely from clay that requires no energy, to the Washing and Exercise Machine, a mechanical, semi-automated, pedal operated washing machine for clothes, the jugaad spirit is ubiquitous.

This drive for inclusive innovation is visible across all sectors in India, and education is no exception. The spotlight has often fallen on the USD 35 Aakash tablet, designed to improve the teaching process and end the digital divide, and on the Mid-Day Meal programme, a government programme that provides free hot lunches for children attending school. But there are also plenty of other initiatives trying to improve the educational outcomes of the economically deprived. These initiatives are particularly welcome in a country where, in spite of remarkable progress in education, one third of the adult population remains illiterate (EFA report 2012) and improving learning outcomes remains a huge challenge, as evidenced by Pratham’s Aser report, itself another example of frugal innovation.

The Education Innovation Fund for India (EIFI), the first competitive fund for educational innovation across India and a collaboration between Hewlett Packard and the India Council for Integral Education (Sri Aurobindo Society), funds and supports about 20 initiatives addressing such challenges. As part of new work on inclusive innovation in education started by the OECD Centre for Educational Research and Innovation (CERI), EIFI grantees have piloted our new survey and shared with us how they help poor students access better quality education. Here are a few examples of innovations they are implementing.

One reason why low income students frequently have low learning outcomes is that they are offered an education that is irrelevant to their interests and daily life. Oasis, a social innovation organisation, notes that rural children are often trained for urban professions, while schools offering good programmes in rural development are located in urban areas. As a result, neither rural nor urban kids tend to use their knowledge, notwithstanding the fact that they are very likely to have dropped out long before they complete their education. The establishment of Gramodaya schools in rural areas is meant to address this mismatch. The schools will offer rural development education to rural students so that they can implement the practical knowledge and sustainable techniques that they will learn through peer-to-peer and community-based learning.

Another reason for low learning outcomes is that well-meaning teachers are often poorly equipped to provide good teaching, in terms of both pedagogical knowledge and resources. In deprived areas, pedagogical innovations will not be adopted unless they cost virtually nothing and are accompanied by some form of pedagogical aid for teachers. But several frugal innovations show that the cost of learning resources can be made almost irrelevant (though this does not imply there is no other challenge for their adoption).

Making better use of a school building may just require some good use of paint, as Building as Learning Aid (BaLA) by Vinyãs has shown. BaLA develops standards to turn school buildings into learning resources. Diagrams painted on the floors underneath doorways, for example, support children’s learning of angles. BaLA also maps its learning resources on the Indian curriculum, showing school principals and teachers how these new resources can be used in teaching and learning. The project now operates in 18 Indian states, affecting over 10,000 government schools and their communities.

Another programme, Learning is Fun and Experiential (LIFE) Lab provides low-cost, hands-on learning models to foster experiential science learning in underprivileged schools, hoping to boost students’ interest, confidence and creativity. The balloon car, used to teach Newton’s laws of motion, only requires a balloon, a straw, an ice cream stick and four bottle caps – not to mention, of course, a healthy dose of curiosity and craftsmanship. Science teachers across India can access the “LIFE Lab” as an open source platform of hundreds of resources by attending support sessions in its community centres. Life-lab is currently working with eight schools, two community centres and 3,000 children.

India is a laboratory of frugal and inclusive innovations. But how can these promising ideas and stories empower more teachers and students in their learning and be scaled up? Making these innovations visible and shared across school and teacher networks is the aim of two EIFI grantees, both making a simple use of technology to that effect.

By identifying Gujarati schools and teachers doing much better than expected, the Educational Innovation Bank at IIM Ahmedabad is building a repository of teaching innovations meant to empower and inspire other teachers looking for practical ideas to teach more effectively in India’s under-resourced schools. With a network of 4,000 innovative teachers, the web-based database already reaches out to 100,000 more.

Design for Change (DfC) proposes another way of making inspiring success stories visible. It shows that learners can be agents of change and be made more responsible for their learning and for changing their community. DfC supports teachers and learners in virtually all Indian states with a simple method based on design thinking. Drawing on the projects submitted to its school challenge, it displays its preferred ideas in a video database containing numerous inspiring “stories of change”. Design for Change now has sister organisations in 34 countries.

All of these examples show that making quality education accessible to poor students does not necessarily require many additional resources: it can just take a better use of existing resources, cheap additional ones, or the adoption of existing good ideas – generally with some form of teacher support. While frugal innovations alone may not be enough, Indian innovators show us that the jugaad spirit can improve the education of disadvantaged children at little cost.

Leadership for 21st Century Learning

Against a backdrop of increasing globalisation, rapid technological innovation and a growing knowledge workforce, few would dispute that the primary task for management today is the leadership of change. The education sector is no exception to this.

Contemporary learning environments (schools) must be able to keep pace with the changing times, while delivering on their core task - equipping students with the knowledge and skills for life in the 21st century. This requires leadership to set the direction, taking responsibility for putting learning at the centre and keeping it there. Sounds simple, but what does it really mean in practice? Where does one start? Who does what?

These are some of the challenging questions that the recently released OECD publication Leadership for 21st Century Learning responds to. The publication builds on the prominence given to the concept of learning leadership in the recently released Innovative Learning Environments. It addresses the "Why? What? How? Who? Where and When? of learning leadership and presents a selection of leadership strategies from Austria, Australia, Canada, Israel, Norway, Singapore, Spain, the United Kingdom and the United States.

The analysis of the leadership strategies, international literature and the contributions to this volume by leading international experts shows that by its very nature, learning leadership is social and connected. It shows the importance of participating in professional learning communities and networks as a vehicle for learning leadership to flourish and to make it more effective. This is not argued principally in order for community members to feel more positive about themselves through a sense of belonging. Rather, it allows professional learning communities and networks to serve as a means for shared strategies and visions to emerge within learning environments, and for developing appropriate expertise through sharing. A key role for government therefore lies in creating the conditions that facilitate networked professional learning opportunities.

For 21st century learning to flourish on the ground, learning leadership must be exercised at different levels of the education system. Although the initial impetus for change might come from any level - from within the system or outside - it needs the corresponding decision making and action at other levels of the system in order for it to be sustained at scale. This is increasingly relevant as learning environments become more innovative and involve a range of different non-traditional partners like businesses, foundations or cultural bodies from outside the formal system. 

A key question for governments to consider therefore is what these changing leadership dynamics mean in terms of issues like quality assurance, governance and accountability when the education system's boundaries deliberately become more blurry. These are some of the key issues being investigated in the last strand of work of the OECD Innovative Learning Environments (ILE) project on "Implementation and Change" and its sister project Governing Complex Education Systems (GCES), which are activities of the OECD Centre for Educational Research and Innovation (CERI).

Education and skills using today's technologies


When it comes to information technology in schools, the valuable experience and views of Nele Leosk, Program Director on ICT in Education, eGovernance Academy, Estonia, are encouraging to hear. She met with Lynda Hawe, Communications Officer for the Directorate for Education and Skills answered a few question about her observations on the use of technology in schools, the benefits for learning, achievement and skills, during a coffee break at the OECD Forum in Paris.

Share with us an example of a successful ICT in Education program that you implemented?
Over the past 15 years Estonia prioritised the development of information society and e-governance and initiated a tiger-leap program. The program focused on teacher training and infrastructure.  In addition, teacher administrators received advanced training on new technologies, so a shift in their mind-set got underway. Technology was not taught separately. Students were taught how to develop and progress in their related subjects by using technology as a complementary support to their learning. Overall, this had a wide impact on Estonian society. The knock on effect of using ICT filtered into homes and attitudes. The program continues - even if currently it has grown from its initial focus.

New technologies can offer many opportunities for education, skills and learning. But do you feel that there is some resistance to the changes technologies bring? 
There is always a natural resistance to what is new, as usually people want to keep the status-quo. Nevertheless, when there are benefits and opportunities linked to change then it will happen. In Estonia, policy makers were strongly behind the strategy to develop and invest in information technology. Now citizens demand it as a prerequisite. But it is a misconception to think that technology alone can enable an improvement in the quality of education received. Overall, it is more a question of teachers’ influence and reactions to the use of technology that is needed to implement change.  Technology is a way to make the teaching process more interactive and fun for students, so that they become more skilled at using it.

Some steps before implementing new technologies: First, have a strategic approach to the teaching necessities of the students, reflecting upon the required teaching frameworks. Secondly, built, buy and install the technologies around the teaching strategy. Lastly, evaluate the results: how have students’ skills been enhanced, what achievements have been made in their learning?

What types of ICT skills do you consider that we should be now teaching in schools, in order to prepare students with the skills they will need for future work environments?
Our main aim, when we started in Estonia, was that students should be able to use technology for their benefit and for their future careers.  Now since 2012, we have re-introduced teaching programme-coding skills.  The skill of information knowledge management is essential: learning how to search the web accurately, evaluating the quality of web-research findings, knowing which sources are relevant and irrelevant. This skill ought to be taught systematically - as it offers vast benefits to all students.

Ethics on the internets should also be taught. Students do not always realise the threats and dangers of the internet, so teaching the skills of how to protect themselves and their privacy online deems necessary. While the students today consider that sharing intimate details online as not being a problem, however, they should realise that in certain situations it can have negative fall-back effects. The dangers of cyber-bullying should also be cautioned.  Consequently, teaching them that the basic principles of good behaviour should follow what is acceptable both offline and online.

In 2012 the Paris Open Educational Resources (OER) Declaration was signed by many countries. Do you think that it will have an impact on the future of ICT Education?
The sharing of teaching materials online is an upright initiate. The OER declaration is a positive step in the right direction. Technological advances facilitate the production, distribution and use of OER and novel and more flexible licensing schemes, such as Creative Commons, give authors and institutions opportunities. Ideally all students should have free access to both the print and e-books on their learning curriculum. Policy makers have an important role to play in promoting progress in this area.  Previously in Estonia, some teachers had difficulties finding appropriate materials so the online attitude of sharing teaching materials is a praiseworthy approach. Teacher generated materials is also a good way for teachers to improve their own skills.

Kids these days use social media constantly, how to you think it affects their learning skills and educational outcomes?
Social media sometimes has a negative effect on students’ concentration. So the banning of mobile devises in certain classroom situations seems reasonable. Online video games can be creative, entertaining and help develop good ICT skills, yet the risks and dangers of playing violent games should be voiced, as they can have destructive influences on young minds. For that reason, preventive and awareness knowledge about social, ethical and healthy online usage should be shared with both students, teachers and parents, as well as establishing solid best practices.

Designing 21st century learning environments

Innovation is a key element of today’s societies and economies, and that includes how we learn. Much has been written about innovation in education, but what does it really mean in practice in terms of content, organisation of learning, roles of teachers, etc.? How does one design a powerful learning environment that enables students to thrive in the 21st century?

The just released OECD publication Innovative Learning Environments responds to these challenging questions. This publication is based on the detailed analysis of 40 in-depth case studies of powerful 21st century learning environments (schools) that have taken the innovation journey. It presents a new framework for understanding these learning environments and is a valuable addition to the toolbox of those who believe in the value of innovation in education to ensure its central preoccupation – improve learning.

The analysis of these case studies shows that rethinking the four elements of the "pedagogical core" - learners, educators, content and resources - is fundamental to the innovation of any school or learning environment. Regarding content, innovative learning environments often seek to develop 21st century competences, as well as innovating specific knowledge domains or subject areas. Many of these practices go hand-in-hand with a more open and flexible use of space, informed by particular models of how learning should be organised. Here the aim is often to open up and “deprivatise” educational spaces, creating visibility and breaking down the close association between a particular learning space and a single teacher.

Innovating these core elements requires rethinking of the organisational patterns that deeply structure schools – the single teacher, the segmented classroom with that teacher, the familiar timetable structure and bureaucratic classroom units, and traditional approaches to teaching and classroom organisation. Many innovative learning environments for example use time more flexibly than is traditionally the case in schools. This flexibility often goes hand-in-hand with individualised learning plans where each learner may be working on something different, as well as with educational philosophies determined to make schooling less bureaucratic.

A key question for governments to consider therefore is what they can do to enable schools to become innovative learning environments, while meeting the requirements of public accountability. This is one of the key issues being investigated by the Innovative Learning Environment (ILE) project and its sister project Governing Complex Education Systems (GCES), which are activities of the OECD Centre for Educational Research and Innovation (CERI).

The analysis of the case studies also shows how learning environments can become “formative organisations” through strong design strategies with corresponding learning leadership, evaluation and feedback, and how opening up to partnerships helps grow social and professional capital, and allows for sustaining renewal and dynamism.

The case studies further confirm and amplify our earlier research findings on learning, and what this means in practice (see The Nature of Learning: Using Research to Inspire Practice). In order to be most effective, learning environments should:
· Make learning and engagement central.
· Ensure that learning is social and often collaborative.
· Be highly attuned to learner motivations and emotions.
· Be acutely sensitive to individual differences.
· Be demanding for each learner but without excessive overload.
· Use assessments consistent with learning aims, with strong emphasis on formative feedback.
Ideally all of these principles should be met, not just a selected few.

What a tangled web we weave: strategies for school improvement

The best education possible for our children – this is what all education systems strive for. But what can policy makers do when schools become weak, sometimes too weak, to fulfil their purpose? Especially in highly decentralised systems, where schools enjoy high levels of autonomy, policy interventions to help improve the learning situations for students can be particularly difficult to implement.

A new case study on The Netherlands for the OECD project “Governing Complex Education Systems (GCES)” shows that a timely, risk-based assessment of schools can help to significantly lower the number of weak schools. The case study also illustrates that governing is in the details, as the reform had some undesired effects. But let’s look at the good news first.

In 2009, 120 Dutch schools were underperforming. In 2011 this number decreased to less than 100, a significant drop of over 16%. The Dutch school inspectorate, traditionally responsible for school quality, achieved this by flagging schools that showed low indicators on a number of outputs as “weak” or “very weak”. These labels mean that unless these schools change radically, they run the risk of failing – being closed down.

Schools are not, however, left alone with this message: The inspectorate puts in place a range of supporting measures such as tailor-made recommendations or an intensive exchange with schools boards.

While the numbers speak for the success of this reform, the new GCES case study “Coping with very weak primary schools” also shows that schools react quite differently to being labelled “weak” or “very weak”. Most school communities take it as a wake-up call and are encouraged to improve, but some become discouraged and do not manage to turn the wheel around.

Whereas schools that react positively then end up in a virtuous cycle of improvement, schools that react negatively are stuck in a vicious circle: alerted parents take their children out of the labelled school, other parents follow the example, and the number of students decreases dramatically. This forces the school to merge several school grades into one classroom, putting even more stress on the teachers. In this difficult situation, performance improvements are hard to achieve and school closure becomes a likely scenario.

In order to avoid such undesired effects, the case study recommends that decision makers adapt their mindsets, from a linear perspective of cause and consequence, to a more dynamic view. This will help them take a second look at their existing repertoire and analyse how their current set of policy interventions works in a complex system.

Ultimately, this adaptive view may prove beneficial in other education policy contexts as well because it can:
  • Lead to new insights into how and why some interventions seem to work surprisingly well;
  • Show why some methods work less well and identify previously unnoticed, positive effects;
  • Show that some interventions do not work at all and that the capital that goes into them may be better invested in other areas of the system;
  • Put some interventions on the radar that come from other areas, other policy domains that may be beneficial to very weak schools;
  • Be an important element in developing smarter interventions in multi-level systems.

A Window into the classroom

An excellent teacher is what makes students learn and succeed in school. Everything else – standards, curricula, assessments, resources, school leadership – come second. Yet, what do we actually know about what teachers are doing?

Classrooms seem to be the ‘black boxes’ of the education system. There is not an awful lot of research on classroom teaching practices, but TALIS 2008 provides some self-reported data on teaching practices and professional activities including participation in collaborative learning with colleagues. The main TALIS report, published in 2009, compared the relative preference for three different teaching practices – structuring, student oriented and enhanced activities – across the 23 different countries that participated in the survey. The report showed differences between countries regarding the extent to which teachers are favouring directive and teacher-directed practices over more activating and learner-centred ones. These TALIS results were received as rather disappointing signals, suggesting that the teaching profession was relatively resistant to change in many countries.

In collaboration with the TALIS programme and as part of its Innovative Teaching for Effective Learning project the OECD’s Centre for Educational Research and Innovation (CERI) has just released a research report which delves deeper in the TALIS data on teaching practices in classrooms and schools. Based on some advanced analytical tools (multilevel latent profile analysis), this new book called Teaching Practices and Pedagogical Innovations: Evidence from TALIS  identifies underlying profiles in teachers’ classroom practices. A large set of variables about teachers, such as gender, training, subjects taught, but also their pedagogical beliefs, the degree of professional development, the amount of feedback and appraisal received, etc., were brought together and in each country different profiles of teachers were distinguished.

The scientific and policy implications of this research are huge. Many learning researchers and education policy makers strongly – and rightly so – believe in the benefits of more student-oriented, self-regulating approaches to teaching and learning. This suggests that a particular form of teaching is outdated and should be replaced by a more innovative one. Consequently, this report now suggests that we should not look at the quality of what happens in classrooms in an ‘either-or’ way. While it is true that the best teachers differ from their colleagues in their relative use of activating, student-oriented ways of teaching, they also use more structuring, teacher-driven forms of classroom practice. Teaching quality is a matter of diversity of practices, not of one set of practices against the other. Excellent teachers are those teachers who master a large repertoire of teaching practices, which they can deploy according to learners’ needs and varying classroom conditions. Those teachers are also the ones who actively advance their own professional competence by professional development and who feel more satisfied and effective about their own work.

A final important finding is that there is also a clear difference between these teacher profiles in the degree of co-operation with other colleagues and engagement in collaborative learning communities in and outside schools. Excellent teachers view teaching as a collective responsibility within the profession, not as an individualised thing happening behind closed doors. They open the doors of their classrooms, inviting colleagues to engage in what they are doing but also disclosing what happens in classrooms to the outside world. It is that kind of teachers we need to work with our kids.
