Would you rather choose where to send your child to school or have the decision made for you based on where you live? Many parents would rather choose, in the belief that with choice comes the chance of getting a better education for their child. But results from PISA find that education systems do not necessarily benefit as a result.
As this month’s PISA in Focus explains, where parents can choose the school that their children attend, socio-economically disadvantaged parents can end up choosing the best school among a more limited set of choices than more affluent parents; as a result, the benefits of school choice may not accrue to the same extent to disadvantaged students as to their more advantaged peers. And if affluent families are more likely to opt out of the neighbourhood school than poorer residents of the same area, competition may increase socio-economic segregation in schools.
To understand how school choice works in practice, PISA asked parents to rate the importance of different criteria for choosing a school for their children, from “not important at all” to “very important”. Among the list of 11 possible criteria given to parents, one is directly related to the quality of teaching and learning (“The academic achievements of students in the school are high”), but only a minority of parents rated this as “very important” (except in Korea, where 50% of parents did).
Three of the criteria for school choice listed in the parent questionnaire are related to direct or indirect monetary costs (“the school is a short distance from home”; “expenses are low”; “the school has financial aid available”). For more affluent parents, these cost-related factors weigh less than the quality of instruction in their choice of schools, as shown by the proportion of parents who rate the different criteria as “very important”. But in 10 out of the 11 countries and economies that distributed the parent questionnaire, disadvantaged parents tend to choose their children’s school as much on the basis of cost-related factors as on the quality of instruction. These data therefore suggest that parents of different socio-economic status do not seek the same information about schools before choosing one; and even if they have information about the quality of instruction, it may not be the deciding factor.
PISA results also show that, on average across countries, school competition is not related to better mathematics performance among students. In systems where almost all 15-year-olds attend schools that compete for enrolment, average performance is similar to that in systems where school competition is the exception.
What this means is that school choice may actually spoil some of the intended benefits of competition, such as greater innovation in education and a better match between students’ needs and interests and what schools offer, by reinforcing social inequities at the same time.

What do your parents do for a living? (and should it matter?)

Does where you come from really tell you anything about where you’re going? When it comes to parents’ occupations and students’ performance, the answer is a qualified ‘yes’ – but it also depends on where, geographically, you go to school.
Intrigued? PISA is unveiling a web-based, interactive tool (occupations@pisa2012) that allows anyone to explore and compare the relationship between student performance in reading, mathematics and science and parents’ occupations in PISA-participating countries and economies.
The tool is based on results from PISA 2012. Among many other questions concerning students’ backgrounds, PISA asked participating students what their parents did for a living. Their responses were then coded into an internationally comparable classification that allows for identifying individuals working in similar industries, on similar tasks, with the same types of responsibilities. As this month’s PISA in Focus reveals, students whose parents work in professional occupations generally outperform other students in mathematics, while students whose parents work in elementary occupations tend to underachieve compared to their peers.
PISA shows that in the United States and the United Kingdom, where professionals are among the highest-paid in the world, students whose parents work as professionals do not perform as well in mathematics as children of professionals in other countries – nor do they perform as well as the children in Shanghai-China and Singapore whose parents work in manual occupations.
Results also show that, while France and New Zealand perform around the OECD average in mathematics, the performance gap between the children of skilled workers and those of unskilled workers is among the largest observed in participating countries and economies. By contrast, the relative high performance of Finland, Hong-Kong and Korea stems from the fact that the difference in mathematics performance between children of skilled and unskilled workers is relatively small. You’ll also see that Germany is not among PISA’s strongest performers overall because, while the children of professionals in Germany are among the world’s best performers in mathematics, students whose parents work in manual occupations perform very poorly, and these families make up a large share of the country’s total population.
This all boils down to a relatively simple message: if school systems want all of their students to succeed in school, they should give the children of factory workers and cleaners the same education opportunities that the children of doctors and lawyers enjoy.

Learning in rural China: The challenges for teachers

Mr. Huang became principal of Qiao Tou Lian He school at the age of 25, not because he was specifically trained for the post, but because he had been the only educated person in his village. He’s a dynamic leader who is squarely focused on supporting, developing and evaluating his teachers, of whom only a handful have a high school degree and more than basic teacher training.
The teaching conditions in the rural Qiao Tou Lian He school, 3,000 kilometres southwest of Shanghai, are tough and teachers are struggling. In Shanghai, teachers not only have smaller classes, but they can also rely on much better initial preparation and more extensive training opportunities at the school, district and municipal levels. They spend 70% of their time teaching and 30% of their time learning, often in collaboration with teachers from other schools. In many countries, we see learning outcomes severely impeded if a quarter or more of the students come from disadvantaged educational backgrounds. Here every child does. The Qiao Tou Lian He school is mainly on its own; but the teachers I met there showed an amazing commitment, and I was struck by the positive learning atmosphere – rigorous, highly disciplined, yet joyful – in every classroom I visited.
Over lunch in his office, Mr. Huang explained how he works with individual teachers to become aware of any weaknesses in their practices – and that often means not just creating awareness of what they do but also changing their underlying mindset. He helps them understand best practices by seeing how they are applied by other teachers in other classrooms. And he motivates his teachers with his high expectations, a shared sense of purpose, and with the belief that they can all make a difference to every child. He keeps close track of teacher performance, looking at both student achievement and classroom management in order to help teachers strengthen their practice. Over time, he also hopes to bring parents along, offering workshops for them not just on how to support their children’s education, but also simply on how to be good parents.
This is a country where everyone is willing to learn: students are learning for a better life; teachers are learning to improve their teaching; schools compare themselves eagerly with other schools; and, perhaps most important, the system as a whole is willing and able to learn. Whether China is interested in designing a better sewer system, retirement system or school system, it sends key people from the relevant sector to visit the world’s best performers in those areas with instructions to find out how it’s done and to put together a design for China that is superior to anything seen anywhere else.
Seven years ago, Andrea Pasinetti came to the area as a college student to brush up his Chinese. He saw both the enormous challenges facing the country’s schools, and also the opportunities afforded by China’s openness to learning. He dropped his studies and founded Teach for China. His organisation is now supporting over 80 schools; it doesn’t provide a high volume of resources, but it offers what is most critically missing in this area: teaching capacity to build teaching capacity. He is enlisting promising future leaders from across academic disciplines and careers to teach at least two years in those rural schools and become lifelong promoters of educational quality and equity.
I met two of these teachers, Xianming Xu and Madeline Christensen and was inspired by their enthusiasm, commitment and professionalism. Critics of organisations like Teach for China maintain that there is no alternative to the traditional route of undergraduate studies, teacher training and then a career in the classroom. But they underestimate the potential that this combination of talent, passion and entrepreneurship represents. In fact, the administration in China understands this better than many other countries and is embracing their work. Zhenhua Mi, another enthusiastic leader of this organisation explains to me that Teach for China is now so attractive that it can recruit the most promising candidates, even where the general status of the teaching profession is in decline. The programme also provides intensive initial training, ongoing support, and a work environment in which teachers work together to create good practice. What impressed me most is the vision of social transformation behind all this work – extending from teacher leadership through school leadership, policy and political leadership, up to community organisation.
By strengthening teaching capacity, these people are making a difference towards helping rural China build an education system that shifts from reproducing educational content for school towards strengthening competencies for life; from education to serve the state towards education for citizenship in the local and global community; from education for competition in exam hell towards strengthening relevant skills; and from education for situational values (I will do anything the situation allows me to do) to sustainable values. That will help the next generation to better reconcile resilience – managing in an imbalanced world – with greater sustainability – putting the world back into balance – that China needs so badly too.

Learning in rural China: The challenges for students

The first thing I notice is that, in this neighbourhood of simple houses and farmlands, it is the school, not a shopping centre, that is the cleanest and most impressive building in the area. The Qiao Tou Lian He primary school can afford only 29 staff to look after the 714 children who attend. Most of the children stay for the full school-week as they have to walk for several hours to reach their homes. So the school has become their family, albeit one where the children have to assume an incredible amount of individual and social responsibility, with very limited support from adults.
Roughly 3,000 kilometres southwest of Shanghai, a city that harbours the world’s leading education system, the Qiao Tou Lian He primary school is one of the fruits of China’s efforts to educate its citizens who live in sparsely populated rural areas like this. While the economic and social development of these areas has been remarkable by any standard, China’s coastal areas are racing ahead at an even faster pace, thus widening disparities. That, in turn, fuels an endless stream of people moving to the cities: students looking for a better education, parents looking for work, and teachers who excel in their jobs and are looking for more fulfilling careers. Shanghai, alone, registers 1,000 additional cars each day by those who have made it upwards in the social ladder.
Short of options to bring high quality education to the children up in the mountains, China has begun to consolidate rural schools to form viable hubs which bring together the infrastructure and critical mass of teachers that are needed to build strong instructional systems. That’s never easy. Over generations, schools have become the heart of communities; when the children leave, communities see their future endangered. But there have also been serious implementation problems in China, most notably involving transportation, that have bogged down progress and, in some areas, brought the consolidation process to a halt. But Qiao Tou Lian He school is an example that is well on its way to turn the challenges into opportunities. It offers the children from four former remote schools educational opportunities - and a future - that neither they themselves nor their parents could have ever imagined in their villages.
The children at Qiao Tou Lian He school live in a dormitory composed of tiny rooms that each holds 12 beds and 18 children (you can do the math). But room after room is in impeccable order, with the belongings of each child tidily arranged. A cheerful squad of 5th and 6th graders walks from room to room, with notebooks in their hands in which they record notes about hygiene and discipline; and they help the smaller children as best as they can. Only one already over-burdened teacher is appointed to respond to the needs of these hundreds of small children on any given day.
Every education system seeks to make children resilient so that their can find their way in a world in constant disequilibrium — trying, failing, adapting, learning and evolving. Resilience assumes that we don’t know exactly how things will unfold; that we’ll be surprised; that we are open to learning from the extraordinary; that we’ll make mistakes along the way, but that we persist and invest ourselves. Few children will be better prepared for this than the students of Qiao Tou Lian He school, even if the price for this is so high. Those who return to their communities after their education will be able to help those communities adapt to China’s rapid economic and social changes. In the meantime, though, when the students go home, they often have no one to talk to: their parents may be working far away; but even if they are at home, they may not understand the world that is opening up to these children.
Min, a 5th grader, explains that his greatest joy is to read books in a bookstore—even though the bookstore is not around the corner, but a good two-hour walk from his home. In many countries, we see learning outcomes severely impeded if a quarter or more of the students come from disadvantaged backgrounds. At this rural school, every child does. So how do the teachers at Qiao Tou Lian He school cope, let alone teach? I’ll discuss the challenges – and successes – for teachers in rural China in my next blog.

How did the smartest kids in the world get that way?

Last week, students, teachers and parents in New York State were stunned to learn that not even one in three third-through-eighth graders passed the new, state-wide English and math exams – tests aligned with the effort now underway in the United States to foster deep analytical and problem-solving skills and introduce more rigorous standards, known as the Common Core, into the country’s education system. While most US states have adopted the Common Core, disappointing first results are dampening enthusiasm for the reform: some states have already stopped rolling out the new exams, citing cost concerns.
I can think of one person who probably isn’t surprised by either the test scores or the resultant sulky foot-dragging to implement reforms: journalist and author Amanda Ripley. In her new book, The Smartest Kids in the World: And How They Got That Way, published today in the United States by Simon and Schuster, Ripley sets the scene for what is turning out to be a battle for the soul of US education. Using PISA 2009 results as the backbone of her story, Ripley sets out to find out why it is that American students are falling behind their contemporaries in countries that aren’t as wealthy or innovative as the United States. “PISA could not tell me how those countries got so smart, or what life was like for kids in those countries, day in and day out, compared to life in America,” she acknowledges. So with three American teenagers as her guides, she explores the human dimension of PISA results: what school is really like for students in Finland, Korea (two PISA top performers) and Poland (a rapidly improving PISA participant).
She follows 15-year-old Kim from rural Oklahoma to Pietarsaari, Finland, where the American exchange student learns first-hand what the Finnish word sisu (roughly translated: strength in the face of great odds, and then some) really means; she follows 18-year-old Eric, a high school graduate who also completed the demanding International Baccalaureate Diploma Programme, from suburban Minnesota to Korea, where he planned to spend a year experiencing the “pressure-cooker” of that country’s education system; and she follows Tom, 17, a voracious reader from Gettysburg, Pennsylvania, to Poland (“[he wanted] to live somewhere where people knew the names Dostoyevsky and Nabokov”) to discover how one country could come so far so fast.
In lively, accessible prose, Ripley paints a warts-and-all picture of both the “education superpowers” and the failing American education system, and discovers the solution to the “mystery” of effective education. It involves rigor (“The problem with rigorous education was that it was hard”), learning how to learn – and recover – from failure (“’Success,’ as Winston Churchill once said, ‘is going from failure to failure without losing your enthusiasm’”), and parents who are involved in their children’s education, not so much by being active in parent-teacher associations or coaching a sports team, but by reading to their young children every day and talking with their older children about their day or about what’s going on in the world. “They let their children make mistakes and then get right back to work. They teach them good habits and give them autonomy,” Ripley observes.
Regular readers of the educationtoday blog, PISA in Focus, or the PISA initial reports will be familiar with most of the data and some of the conclusions in The Smartest Kids in the World. But Ripley’s book looks at the data from a new perspective: that of the students who are the beneficiaries -- or victims -- of their countries’ education systems. Those stunned parents and teachers in New York State and elsewhere would do well to read this book first if they are inclined to blame their children’s/students’ poor results on a new test.

I can think of one person who probably isn’t surprised by either the test scores or the resultant sulky foot-dragging to implement reforms: journalist and author Amanda Ripley. In her new book, The Smartest Kids in the World: And How They Got That Way, published today in the United States by Simon and Schuster, Ripley sets the scene for what is turning out to be a battle for the soul of US education. Using PISA 2009 results as the backbone of her story, Ripley sets out to find out why it is that American students are falling behind their contemporaries in countries that aren’t as wealthy or innovative as the United States. “PISA could not tell me how those countries got so smart, or what life was like for kids in those countries, day in and day out, compared to life in America,” she acknowledges. So with three American teenagers as her guides, she explores the human dimension of PISA results: what school is really like for students in Finland, Korea (two PISA top performers) and Poland (a rapidly improving PISA participant).
She follows 15-year-old Kim from rural Oklahoma to Pietarsaari, Finland, where the American exchange student learns first-hand what the Finnish word sisu (roughly translated: strength in the face of great odds, and then some) really means; she follows 18-year-old Eric, a high school graduate who also completed the demanding International Baccalaureate Diploma Programme, from suburban Minnesota to Korea, where he planned to spend a year experiencing the “pressure-cooker” of that country’s education system; and she follows Tom, 17, a voracious reader from Gettysburg, Pennsylvania, to Poland (“[he wanted] to live somewhere where people knew the names Dostoyevsky and Nabokov”) to discover how one country could come so far so fast.
In lively, accessible prose, Ripley paints a warts-and-all picture of both the “education superpowers” and the failing American education system, and discovers the solution to the “mystery” of effective education. It involves rigor (“The problem with rigorous education was that it was hard”), learning how to learn – and recover – from failure (“’Success,’ as Winston Churchill once said, ‘is going from failure to failure without losing your enthusiasm’”), and parents who are involved in their children’s education, not so much by being active in parent-teacher associations or coaching a sports team, but by reading to their young children every day and talking with their older children about their day or about what’s going on in the world. “They let their children make mistakes and then get right back to work. They teach them good habits and give them autonomy,” Ripley observes.
Regular readers of the educationtoday blog, PISA in Focus, or the PISA initial reports will be familiar with most of the data and some of the conclusions in The Smartest Kids in the World. But Ripley’s book looks at the data from a new perspective: that of the students who are the beneficiaries -- or victims -- of their countries’ education systems. Those stunned parents and teachers in New York State and elsewhere would do well to read this book first if they are inclined to blame their children’s/students’ poor results on a new test.

What a tangled web we weave: strategies for school improvement

The best education possible for our children – this is what all education systems strive for. But what can policy makers do when schools become weak, sometimes too weak, to fulfil their purpose? Especially in highly decentralised systems, where schools enjoy high levels of autonomy, policy interventions to help improve the learning situations for students can be particularly difficult to implement.
A new case study on The Netherlands for the OECD project “Governing Complex Education Systems (GCES)” shows that a timely, risk-based assessment of schools can help to significantly lower the number of weak schools. The case study also illustrates that governing is in the details, as the reform had some undesired effects. But let’s look at the good news first.
In 2009, 120 Dutch schools were underperforming. In 2011 this number decreased to less than 100, a significant drop of over 16%. The Dutch school inspectorate, traditionally responsible for school quality, achieved this by flagging schools that showed low indicators on a number of outputs as “weak” or “very weak”. These labels mean that unless these schools change radically, they run the risk of failing – being closed down.
Schools are not, however, left alone with this message: The inspectorate puts in place a range of supporting measures such as tailor-made recommendations or an intensive exchange with schools boards.
While the numbers speak for the success of this reform, the new GCES case study “Coping with very weak primary schools” also shows that schools react quite differently to being labelled “weak” or “very weak”. Most school communities take it as a wake-up call and are encouraged to improve, but some become discouraged and do not manage to turn the wheel around.
Whereas schools that react positively then end up in a virtuous cycle of improvement, schools that react negatively are stuck in a vicious circle: alerted parents take their children out of the labelled school, other parents follow the example, and the number of students decreases dramatically. This forces the school to merge several school grades into one classroom, putting even more stress on the teachers. In this difficult situation, performance improvements are hard to achieve and school closure becomes a likely scenario.
In order to avoid such undesired effects, the case study recommends that decision makers adapt their mindsets, from a linear perspective of cause and consequence, to a more dynamic view. This will help them take a second look at their existing repertoire and analyse how their current set of policy interventions works in a complex system.
Ultimately, this adaptive view may prove beneficial in other education policy contexts as well because it can:

- Be an important element in developing smarter interventions in multi-level systems.

Earmarking Justice

In his State of the Union address on 12 February 2013, US President Barack Obama proposed a new initiative to improve access to high-quality early childhood education. The action is much needed: according to OECD figures from 2010, only 51 per cent of US children were enrolled in pre-primary education at age three, rising to 69 per cent at age four.
By comparison, in New Zealand, which became in 1986 the second country in the world to have its ministry of education take responsibility for early childhood education, 95 per cent of children in 2012 had been through an early childhood education programme before starting school at five years old.
Early childhood education is linked to improved prospects for future learning and employment. And, as the new Intergenerational Justice Index (IJI) study from the Bertelsmann Foundation's Sustainable Governance Indicators (SGI) project shows, it can help to level the playing field in terms of allocating resources fairly between older and younger generations.
As demographic changes lead to ageing populations in many OECD countries, the increased weight of older people in voting systems means they have more power than ever before to direct policy preferences. So, more than ever, it is important that countries take steps to ensure their policies provide future generations with at least the same chances that their parents and grandparents had.
Estonia Ranks Top, the United States Bottom
To find out which countries best provide for younger and future generations, SGI's Intergenerational Justice Index (IJI) measured OECD countries on several indicators: ecological footprint, child poverty, public debt per child and spending bias towards older generations.
The best performing country, SGI found, was Estonia, while New Zealand achieved a creditable fourth place. The United States ranked bottom of all the 29 countries studied, followed by Japan and Italy. If these countries do not change their current policy directions, their young people will grow up facing burdens of injustice, in terms of public debt, ecological degradation, and social immobility, that will be difficult, if not impossible, to overcome.
IJI offers policy recommendations that could help to shift the balance and help countries to improve their levels of intergenerational justice. The study suggests intergenerational earmarking as a way to rebalance public spending towards the young. Revenues raised in addressing one form of intergenerational justice, for example, environmental taxes, could be used to mitigate other areas of injustice, for instance by offering child tax credits or family allowances.
Proxy Votes for Children Could Foster Intergenerational Justice
Another interesting, albeit potentially controversial, recommendation is the introduction of proxy voting for children. Parents would be given the right to vote on behalf of their children, with a child's vote equalling one-half of an adult vote. In this way, children would be given a voice in politics, and parents would be rewarded for their societal contribution.
High-quality early childhood education is especially important. Research has found that children who participate in early childhood programmes are more likely to graduate from high school, hold down jobs, and earn more money. They are less likely to find themselves on state welfare or to go to prison.
The experience of high-quality early childhood education particularly benefits children from disadvantaged backgrounds, which means that providing early childhood programmes could work as a corrective social justice measure as well as an intergenerational rebalancing.
In New Zealand, beginning in 2007, three-year-olds were offered two free years of pre-school. Children attend programmes for 20 hours a week, 48 weeks of the year. The government hopes that by 2016, 98 per cent of children will receive early childhood education.
But despite this excellent record, there are concerns about the programme's future. Education unions complain that funding cuts are affecting the quality of early childhood education. Recently, the word 'free' was removed from the government strategy; now, almost half of early childhood education providers, hit by increasing costs and lower subsidies, are asking for extra fees from parents. Shifting costs onto parents could limit the availability of high-quality education for disadvantaged families.
Prospects for the US Seem Bleak
The US government says that in the United States, only 3 in 10 four-year-olds have access to high-quality early childhood education programmes. Socio-economically disadvantaged children are least likely to be in early childhood education programmes: just 59 per cent of the poorest US children are in pre-kindergarten, as compared to 90 per cent of children from wealthier homes. The president's programme is to implement free access to high-quality pre-school for all four-year-olds from families at or below 200 per cent of the poverty line.
To receive federal funding, states would have to meet strict requirements. All teachers must have a bachelor’s degree and be given access to on-going professional development. Teachers’ salaries should be comparable to those for teachers in higher levels of the education system. Class sizes should remain small and activities should cover the entire school day. Curricula should measure up to state standards and programmes must be continuously evaluated. As it stands, few states would be able to meet these strict standards and qualify for federal money.
However, it is unclear how the US programme would be financed. The president’s 2014 budget proposal includes a plan to pay for universal preschool by increasing taxes on cigarettes, which could have positive public health outcomes as well as providing a revenue stream for the programme. But even if the tax succeeded in getting past the vested interests that would oppose it, such “sin taxes” have diminishing returns over time, raising questions about future funding.
Any new federal funding is supposed to be matched by state funding. But because of budget constraints, many states have already cut funding for their existing early childhood education programmes, casting doubt on their willingness to provide more dollars for a new federal initiative.
And the larger, on-going struggle between those who wish to cut government spending in the name of austerity and those who favour Keynesian expansion seems to be resolving itself in favour of the budget-cutters.
So, even in the face of the overwhelming evidence that early childhood education has economic benefits that go beyond the moral claims of social and intergenerational justice, the future of the US initiative is uncertain. Absent new will to act from both sides of the US political divide, the prospects for the United States improving its dismal rating on intergenerational justice seem bleak.

Evolving attitudes towards early childhood education

I was in Berlin recently to launch the German edition of Starting Strong III at an international conference on early childhood education and care and was struck by the difference in attitudes I found there compared to even a decade ago. Given the effects of the economic crisis and the ageing of European populations, more governments are realising that it is becoming unsustainable to continue to expect – and encourage – young mothers to stay at home with their children until the age of five or six, when primary school begins. Eight or nine years ago, Germany, to name just one country, hadn’t yet come to grips with the broader role that young mothers could play in society. The German Lander have come to agree with the federal government that as of August 1, 2013 all parents should have the right to enroll their children at the age of one.
Of course, early childhood education is not just about encouraging half of the adult population to enter the labour market; it’s about giving children a better chance to succeed later on. Results from PISA show that 15-year-old students who attended pre-primary education for more than one year score higher in the PISA reading test than their peers who did not attend. In Germany, for example, the difference between the two groups in reading performance in the 2009 assessment was the equivalent of one year of schooling, even after taking students’ socio-economic backgrounds into account.
That is, perhaps, the greatest benefit of high-quality pre-primary education: in theory, it gives all children equal opportunities to begin to develop their literacy, numeracy and social skills, regardless of their family’s income. If conceived with some imagination, these programmes can make an enormous difference in the lives of disadvantaged families. For example, New Zealand developed early education programmes, targeted to families with low levels of education, that include an adult-education component. In regions where these programmes are offered, enrolment of disadvantaged children – who benefit the most from these kinds of activities – has grown considerably.
Yet while participation rates in pre-primary education are rising, there are some worrying trends in how these programmes are financed and delivered. In OECD countries, more than 18% of total spending on pre-primary education (and more than 25% in Germany) comes from private sources – a far higher rate than for other levels of education. Since most of that money comes from households, it isn’t surprising that many people are concerned that access to early childhood education isn’t as equitable as it could and should be. And as any young parent trying to find a place for their child in one of these programmes knows, all programmes are not equal when it comes to quality. This is where Starting Strong III can help. It provides a toolkit for countries to use to improve the quality of their early childhood education programmes.
Over the next couple of years, the OECD will be working to define how to measure and assess the quality of the education provided in these programmes, which will be the first step towards ensuring that high-quality pre-primary education is available to all. In the meantime, I’m encouraged to see so many governments not only acknowledging the importance of early childhood education but making it a top priority on their agendas. It has taken a while, but I think we all now realise that high-quality pre-primary education is a public good that demands our critical attention and unstinting support.

Evaluation and assessment is for everyone

Some may ask if all the time, money and effort invested in evaluation and assessment is worth it. The terms evaluation and assessment may strike fear into the hearts of some students, teachers and parents. Are they not just a way to control and constrain what goes in the classroom? Is this just not more unnecessary work for us? What on earth do they have to do with student learning?
A three-year comprehensive review of evaluation and assessment approaches around the world was brought to its grand finale in Oslo last week. The idea of the international meeting was for the OECD to put its own advice into practice: after conducting a major review of policies, do not put the results on a shelf but put them to good use. Bring stakeholders together, discuss the results of the evaluation exercise, and identify strategies to go forward. Already, over the past three years, countries that were reviewed by the OECD have done this on a national level and the results have been pretty impressive.
The main purpose of the OECD’s review was to investigate how these could be embedded in teaching and learning processes themselves, to improve student learning and give helpful information for all those involved:
Students need to be clear about what they are aiming to learn and how they can evaluate their own progress. Engaging students as active participants in assessment will help them develop capabilities in analysing their own learning and becoming self-directed learners. The representative of the European School Student Unions said it very clearly at the conference: Students do not want to be ‘passive objects’ of evaluation and assessment, they want to be actively involved, not just in their own assessment, but also in the evaluation of their teachers and schools.
Teachers also need assessment information that is reliable and consistent across schools in order to understand student strengths and weaknesses in relation to expected standards, to target future teaching and improve classroom instruction. But if so many actors within the education system are involved in designing and using assessment and evaluation, is there not a risk that too many cooks spoil the broth? Most countries have a whole range of provisions for student assessment, teacher appraisal and school evaluation that have developed quite independently of each other. A key concern is to bring all these pieces together in a coherent framework to create synergies for learning. The OECD Review gives some ideas on how to do so:

Some may ask if all the time, money and effort invested in evaluation and assessment is worth it. The terms evaluation and assessment may strike fear into the hearts of some students, teachers and parents. Are they not just a way to control and constrain what goes in the classroom? Is this just not more unnecessary work for us? What on earth do they have to do with student learning?
A three-year comprehensive review of evaluation and assessment approaches around the world was brought to its grand finale in Oslo last week. The idea of the international meeting was for the OECD to put its own advice into practice: after conducting a major review of policies, do not put the results on a shelf but put them to good use. Bring stakeholders together, discuss the results of the evaluation exercise, and identify strategies to go forward. Already, over the past three years, countries that were reviewed by the OECD have done this on a national level and the results have been pretty impressive.
The main purpose of the OECD’s review was to investigate how these could be embedded in teaching and learning processes themselves, to improve student learning and give helpful information for all those involved:
Students need to be clear about what they are aiming to learn and how they can evaluate their own progress. Engaging students as active participants in assessment will help them develop capabilities in analysing their own learning and becoming self-directed learners. The representative of the European School Student Unions said it very clearly at the conference: Students do not want to be ‘passive objects’ of evaluation and assessment, they want to be actively involved, not just in their own assessment, but also in the evaluation of their teachers and schools.
Teachers also need assessment information that is reliable and consistent across schools in order to understand student strengths and weaknesses in relation to expected standards, to target future teaching and improve classroom instruction. - Align evaluation and assessment with educational goals: Evaluation and assessment should align with the principles embedded in educational goals.
- Focus on improving classroom practices: To optimise the potential of evaluation and assessment to improve what is at the heart of education – student learning – policy makers should promote the regular use of evaluation and assessment results for improvements in the classroom.
- Build consensus: Ensure that all the stakeholders are involved early and understand the benefits.
- Place students at the centre: Students should be fully engaged with their learning and empowered to assess their own progress. The development of critical thinking and social competencies should also be monitored.

“I’m really worried but I don’t know how to react” my friend told me over coffee the other day. Her daughter, 11, had told her that she was being bullied online, but would not say by whom.
“What can I do? And how do I know if it’s serious or not?”
A just released OECD publication looks at how rapid technological development has changed the way we interact with each other and our communities. Despite the enormous potential of the Internet to reshape our world, there is a downside to infinite connectivity. Internet fraud, privacy concerns and identity theft are all part of the online world. For parents and children, worries about cyber bullying and protecting children from explicit content and online predators are crucial.
Cyber bullying occurs when a child, preteen or teen is threatened, harassed, or embarrassed by another young person using the Internet. A number of high–profile tragedies, for example teens who committed suicide as a result of cyber bullying, have brought this topic to the top of policy, education, and parental agendas. However the extent of cyber bullying is hard to estimate, varying from more than 10% of surveyed internet users aged 9 16 years in Australia, Estonia, Denmark, Sweden and the Russian Federation to between 2- 3%, in Italy, Portugal and Turkey. While cyber bullying is worrisome, bullying offline is still reported to be more common.
Interestingly, the bully and victim roles are often interchangeable and related: those who admitted bullying others were more likely to report being bullied themselves, both online and offline. Guides to protecting Internet users make it clear that the best preventive strategies involve awareness, constant vigilance, and keeping an open dialogue about children’s concerns and online lives. For education, this poses a series of tough questions. What responsibilities do educators have in monitoring student’s time online during school hours? How can different parental standards of safety be accommodated?

- Social networking: Founded in 2004, Facebook had over 1 billion active users by September 2012. Should schools see social network sites as an opportunity to extend the learning process/experience beyond the classroom?
- Increasing diversity of local content: Since the mid 2000s the diversity of languages on the Internet has increased dramatically. There are now over 250 languages online, with English, Chinese, Japanese, Portuguese, and Spanish comprising the top five. Does local diversity of Internet content lead to better or worse quality of information available for students?
- The evolution of the Internet: In January 2009, there were 15 000 downloadable applications, or “apps” available. By September 2012, this figure had grown to over 1.5 million. Is there a market for educational apps to improve learning in the classroom and extend it beyond?
These are just some of the questions we must ask ourselves when planning for the medium and long term of technology in our education systems. Our world is changing. The question is: are our schools evolving too?

The weight of nations: the shape of things to come?

At lunchtime, Marco can be found in the bathroom stall of his secondary school. He is not ill. Rather, he is eating his lunch away from the eyes of his peers, sensitive to his weight problem and hoping to avoid being teased and targeted by bullies. Like many obese children, he struggles with poor self-esteem, anxiety, and depression.
Growing affluence has had positive influences on the health of OECD citizens. Less premature death and infant mortality, and longer and healthier lives have all been associated with our increased economic well being. But, does affluence lead to indulgence? A just released OECD publication shows that obesity among adults and children threatens to grow into a severe public health crisis.
Across all countries, the average Body Mass Index (BMI) increased between 1980 and 2008. This trend is universal, and it is swift. In 1980, just under half of countries had an average BMI classified as “overweight”. By 2008, this figure had grown to 87% of countries, with Mexico and the United States at the top of the list. Only China, India, Indonesia, Japan, and Korea still fall within the “normal” range, but their averages are also on the rise. Given the speed and uniformity of the trend, it is not an exaggeration to label it an epidemic for OECD (and increasingly BRIC) countries.
What does this mean for education? Schools can teach reading and writing, but combatting obesity requires learning about healthy behaviours and tools for managing one’s body, including non cognitive skills such as impulse control. Reducing junk food in school cafeterias is a start, but challenging negative assumptions and stereotypes that can shape teacher and student expectations is crucial. On a practical level, even simple details like the size of desks, chairs, and yes, washrooms, will need to be rethought.
Rising obesity is just one example of profound changes sweeping OECD countries, trends that are shaping the way we live and the future of education. Trends Shaping Education 2013 looks at 70 of these, including:
It is astonishing just how universal these trends are. In 100 pages this book provides a powerful snapshot of globalisation at work and links this data to the evolution of our classrooms and schools. It captures the transformation of our societies, and asks hard questions about how these trends will affect our education systems and what they mean for teaching and learning.
What role can education and schools play in improving civic participation and well-being in our modern societies? What does it mean for education that our societies are becoming more diverse? How might schools continue to foster a greater sense of community for their students and families in urban environments? These are just some of the questions we must ask ourselves when planning the future of our education systems. Policy makers, school leaders, teacher educators, and teachers can and should take an active role in this critical reflection, as well as parents and students. Behind every graph in Trends Shaping Education 2013 there is a Marco (or Maria, or Stan) hidden from sight in school, waiting for the weekend to come.

The more the merrier

Who is responsible for successes and failures of schools? A new Education Working Paper says involving parents and students can help improve education systems by including them in accountability and school achievement processes. The traditional approach where central government provides the resources and made the majority of decisions has given way in many OECD countries to greater autonomy and control over decision-making for schools and local governments. This greater freedom has developed hand in hand with the rise of benchmarking and international assessments, and has made accountability a hot topic for policy makers and communities alike.
But what about other voices? Parents, community leaders, and others are taking an increasingly active role in governing their local schools. This trend, called “multiple accountability”, aims to provide more localized and nuanced feedback and guidance that schools and education systems can use in addition to standardized test results. It is a promising concept that builds on successes from other public policy areas such as environment and health. There is also fascinating evidence from the business world that suggests that enabling shareholders in private corporations to vote on the pay policy of the company’s executive officers appears to lead to large increases in the company’s market value, profitability and long-term performance. These “Say-on-Pay” regulations, promoted in the US and UK, allow more people within the corporation to have a say in decisions – and crucially, this shared responsibility can result in benefits to the whole company.
In education, multiple accountability is still a fairly new concept, and the amount of available research on how to make it work is modest. Three lessons, however, can be learned from existing models in The Netherlands and the United Kingdom:

- You must identify the key stakeholders. This is more difficult than it sounds, and schools must make efforts to involve less powerful or inactive voices.
- You must build capacity for this new role. Some stakeholders might not have the knowledge and language needed and may inadvertently be excluded in accountability processes. Providing them with the tools to interpret and analyse benchmarking data and other evaluation processes (e.g., value added measures) is an important part of giving them the expertise they need to take part.
- You must be ready and open to assess your school’s quality and processes . School leaders play a key role in empowering staff to be involved and open to parents and members of the local community.

Hooked to be connected!

Concerned parents are becoming more and more anxious as they watch their bright children getting completely absorbed by and attached to new mobile devices. Young people’s attachment to digital media and connectivity will shortly reach a level of almost universal saturation. In some OECD countries, more than 95% of 15-year-olds use an internet connected computer daily while at home. How many of us have experienced frustration while trying to get kids to actually listen, as their eyes remain glossily glued to their favourite pet gadget? So just how worried should we really be? Well, it still remains difficult to clearly identify the risks or rewards of such behaviour, especially in relation to long-term learning and brain functions. But first, let’s be reassured - it’s not all bad news!
The OECD’s Centre for Educational Research and Innovation (CERI) has just released an inspiring new publication called Connected Minds: Technology and Today's Learners, authored by Francesc Pedró. This book has wisely researched technology in relation to emerging issues for education. Particularly, given that digital media and connectedness are an essential part of the lives of today’s learners, schools and teachers must now cope with the new responsibilities in relation to these skills. This explorative book tackles the issue and helps to contribute to filling the knowledge gap.
Frankly, it’s not about the technology, but it’s all about connectedness. Connectedness, which is the capacity to benefit from connectivity for personal, social, work or economic purposes, is having an impact on all areas of human activity. Consequently, devices and gadgets are less important than the ability to be connected and seizing the opportunities that connectedness offers. Education is expected to play an important role in this transformation as it can equip individuals with the required skills for harnessing the opportunities that the knowledge economy and society offers.
In particular, teachers need to be well prepared in terms of the potential pedagogical benefits of new technologies. Challenges for schools and teachers are to better integrate the new digital media and the resulting innovative social practices into the daily experience of schooling. With the objective to help learners to make the most out of connectedness, while enabling teachers to improve their skills. In addition, teachers should simultaneously pay attention to the different needs of learners and provide increased support to those who come from disadvantaged socio-economic backgrounds.
It is very reassuring to discover that Mobile Learning is emerging as one of the solutions to the challenges faced by education. As described in UNESCO’s Mobile Learning project, it offers unique characteristics in comparison to conventional e-learning: personal, portable, collaborative, interactive, contextual and situated. As well as the fact that it highlights "just-in-time-learning", since instruction can be delivered anywhere and at anytime.
Nobody can predict what new technologies may bring, or how the teaching and learning experience in education will evolve over the next decade. So in the meantime, let’s just stay aware of the learning opportunities, while keeping a caring eye on the gadget screens as well as a little clock beside the video-games, see Setting Computer Limits Tips. Of course, not with the intention to deprive youngsters of all the fun, but just to ensure that the final rewards will fully outweigh any eventual risks.

A Curriculum for the Next Billion

Today, global companies are fascinated by the prospect of what the World Economic Forum calls ‘the next billion’ – the future consumers of the developing world whose income is rising from around $2 a day to between $5 and $7 a day. Most of these people are recently arrived in rapidly expanding cities, often living in the poorest areas: every month about 5 million people in the developing world move to cities.
If we were to look at these families as parents and learners, what kind of education will they be looking for? Or to put it another way, if we were to design a curriculum with ‘the next billion’ what would they want?
Having spent much of the last three years visiting a wide variety of education projects in cities across the developing world, it strikes me that the first thing that people want is facility with a global language, usually English, but also in some places Spanish and, in others, Mandarin. They want a language that will give them access to people and jobs linked to global networks and trade – a business hotel, a job in retail, manning a phone in a call centre – rather than confining them to ply their trade in purely local markets.
Next they want a mastery of basic mathematics, the ability to understand numbers and do fairly basic sums, like working out discounts or more complex applications like planning a production schedule. Maths is foundational to much else that people need, and want. to learn.
The third ingredient is digital literacy. People need to be able to work competently and capably with computers, and not just the basics of the Microsoft world of Word and Excel, but increasingly the world of the web and social media, apps and programming. They need to be comfortable with having to learn, and learn again, as technology changes.
None of that, however, is worth very much unless they are skilled at working together with other people. So the fourth thing their education needs to give them is a well-grounded experience in social skills so they know how to respond to customers and work well with their colleagues, to find collaborative solutions to problems. Some of those skills are social and relational, based on empathy and sympathy. But others are more about collaborative self-government, which is why it is so important that education provides children with ample, structured, challenging opportunities to work together, in groups, on projects which they can make their own. As social media spreads so it will open up ever more opportunities for people to find one another and come together to achieve common goals. Citizens will need to learn how to make the most of these technologies, for better government, richer culture and more successful businesses.
All of this needs to be married to entrepreneurial and creative capacity, by which I mean the ability to spot an opportunity, mobilise support to take it, learn how to take risks and recover from setbacks. Most of the ‘next billion’ will find themselves working in small entrepreneurial companies. Studies of the urban poor show that many have to hold down two or three jobs to survive. Their education needs to help them become micro-entrepreneurs, adaptive and resilient, fleet of foot. Learning to juggle work if, not balls, is a key skill.
The slim core skills set out above might provide the starting point for thinking about the kinds of skills all young people might need in the years ahead, in the developed and the developing world.
Yet that is only at best half the story. Setting out what people should learn is just the starting point. How they learn is almost as important. Effective learning needs to be a structured, well-designed, highly engaging activity which challenges and stretches young people as well as supporting them and building their confidence. It needs to pull people to it, by the laws of attraction. Too much of the time at school it is the other way around: people are pushed into learning they do not really understand and cannot make meaningful.
To be motivating learning needs to be intrinsically satisfying and to offer at least the distant prospect of a pay-off: a better job; a practical skill; a useful way of thinking.
Achieving that will mean that learning will have to become more connected to, if not located in, the real world of work and production. The most impressive and attractive places to learn in future, in the developed and developing world, will give young people ample opportunities to design and make, produce and sell things, with their hands and their heads. They should go to school to learn by working and having fun. They should study by making and building rather than sitting and listening.
Too often education is seen as a pristine preparation for a later career. Work is held at bay for as long as possible. I doubt we can afford that distinction in the future in which education increasingly seems to be losing touch with the real world that young people live in – and the real world seems increasingly unwilling to give them the jobs they crave. We need learning to give young people a real sense of what creative, satisfying, productive work can be, so they can take those standards and expectations into their later working life.
All innovators succeed by challenging ingrained conventional wisdom. Breaking down the barriers between work and learning will be one of the chief opportunities for educational innovators in the decades to come, especially if they want to meet the needs of the next billion parents and children entering formal education.

Today, global companies are fascinated by the prospect of what the World Economic Forum calls ‘the next billion’ – the future consumers of the developing world whose income is rising from around $2 a day to between $5 and $7 a day. Most of these people are recently arrived in rapidly expanding cities, often living in the poorest areas: every month about 5 million people in the developing world move to cities.
If we were to look at these families as parents and learners, what kind of education will they be looking for? Or to put it another way, if we were to design a curriculum with ‘the next billion’ what would they want?
Having spent much of the last three years visiting a wide variety of education projects in cities across the developing world, it strikes me that the first thing that people want is facility with a global language, usually English, but also in some places Spanish and, in others, Mandarin. They want a language that will give them access to people and jobs linked to global networks and trade – a business hotel, a job in retail, manning a phone in a call centre – rather than confining them to ply their trade in purely local markets.
Next they want a mastery of basic mathematics, the ability to understand numbers and do fairly basic sums, like working out discounts or more complex applications like planning a production schedule. Maths is foundational to much else that people need, and want. to learn.

Lessons in learning, amid the rubble

A school band played for us. It was the best school band I’ve ever heard—and I’ve heard many. It was the true image of hope, team spirit and positive attitudes. For the students, it was the welcome experience of normality.
A brass band playing in the midst of vast devastation; a landscape that reminded me of street scenes from my childhood in Germany after the war. But this was just one week ago, in Japan, during a visit to the area torn apart by the earthquake and tsunami a year ago today. I went there to participate in the launch of the Japan edition of our Strong Performers, Successful Reformers series and to discuss the OECD’s Tohoku School project with local partners.
This is a project whereby students learn through doing. In this case, they are planning an international event, scheduled to be held in 2014 in Paris, to attract visitors to the devastated Tohoku region of Japan. To do this, they will need to acquire and use very specific skills, but ones that still aren’t commonly taught in classrooms: critical thinking, creativity, teamwork. They will have to think and act like entrepreneurs: create a plan, develop it and see it through.
PISA results show that students who are motivated perform better in school than students who aren’t; and project-based learning is a great motivator. The students participating in this project are given real-life tasks to perform to accomplish their goals and they learn while doing those tasks.
These children are learning these skills in dramatic circumstances; but these are skills that all children, everywhere, need to learn to participate fully in 21st-century societies. Students around the world need the confidence to not just accept what they have seen around them during their childhoods, but to be bold and courageous and try new things, consider professions for themselves that aren’t customary in their families or even in their regions. Every child should have the confidence to think big—have big dreams, big ambitions—and both teachers and parents should help to instil this confidence in their children.
The responsibility for education does not only lie in the hands of government and enterprises, it also lies in the hands of individuals. To be committed to lifelong learning is the solution. We want to plant this seed in the Tohoku School and elsewhere, so that schools teach students the skills they need to become lifelong learners. Indeed, one of the main messages of the OECD’s Skills Strategy, which will be unveiled in May, is that to thrive in the global knowledge-based economy, we all need to become lifelong learners.
The children and teachers I met in the Tohoku region understand the value of learning. I found evidence of that in an unlikely place: a non-descript building next to a temple that had been claimed by an enterprising local NGO as a study room. The room seemed to absorb the temple’s spiritual atmosphere and comforting silence. It is where displaced students could go to prepare for their school entrance exams. These students are living with their families in one-room temporary housing; were it not for this space, they would have had no other quiet place in which they could concentrate on their studies. The teachers there were coaching the students, mentoring them. You see small gestures like this and you feel that something is coming back: flowers are blooming, spring is unfolding.

Has well-known Finnish cartoonist B. Virtanen hit on the recipe for success in Finland’s exemplary education system? The OECD / CELE conference in Finland this week will reveal all.
Consistently, Finnish students have earned top marks from the OECD’s landmark PISA study, which tests the skills and knowledge of 15-year-old students in more than 70 countries. Finland has won recognition as an international reference point for best practice in educational improvement, creating a wave of so-called PISA tourism.
While some success factors, or ingredients, are relatively simple to identify and measure – such as a well-paid, well-trained and highly valued teaching force, a homogenous society, and a focus on equity and inclusion – others are not so simple to define. And the way in which those ingredients are mixed together is all important.
There is intense interest today in the nature of learning and creating the environments in which it can flourish. Although we lack conclusive empirical evidence, ongoing OECD studies have made important contributions towards highlighting the role of innovation in fostering effective learning environments. Experience from Australia, the UK and Portugal, as well as Finland has given us ideas to discuss and learn from.
But too many of today’s schools still operate with traditional approaches that do not encourage deep collaborative learning, innovation or provide the capacity for lifelong learning. So, is a major paradigm shift required in order for learning environments to catch up with 21st century needs and demands? How can communities initiate major endeavors of vision and innovation?
In Finland from 22-24 February 2012, more than 170 people will have the great fortune to observe, experiment, and learn first-hand some of the many approaches to effective learning environments used in Finnish schools at an OECD conference entitled “A Recipe for Success: Transforming Learning Environments through Dynamic Local Partnerships”.
The conference will bring together a range of local, regional and international players from universities, local businesses and school communities to discuss the catalysts and drivers for transforming today’s learning environments into dynamic learning communities of the future. The conference settings – a comprehensive school in Turku, and the well-reputed Department of Teacher Training at the University of Turku, Rauma; speakers including OECD Director for Education, Barbara Ischinger; and experiential workshops, are sure to stimulate.
