What teachers know and how that compares with college graduates around the world

One of the most frequent claims I have heard from people trying to explain poor learning outcomes in their country is that their teachers come from the bottom third of their college graduates, while high-performing countries recruit their teachers from the top third. It sounds plausible, since the quality of a school system will never exceed the quality of teaching. And, surely, top school systems pay much attention to how they select their staff. They work hard to improve the performance of teachers who are struggling, they provide an environment in which teachers work together to frame good practice, and they establish intelligent pathways for teachers to grow in their careers.

But, again, does all that mean that in those countries the top third graduates chose to become teachers rather than lawyers, doctors or engineers? In the past, nobody really knew because it is very difficult to get comparative evidence on this. That has now changed. A few weeks ago, we published results from our first Survey of Adult Skills, which tested the skills of countries’ workforces – including teachers – in key areas such as numeracy, literacy and problem-solving. With a back-of-the-envelope calculation (teachers are only a small group of the 5000+ workers in each country who were tested) it is possible to compare the numeracy and literacy skills of teachers with those of other college and university graduates (see the chart above).

So what do the results show? In short, among the countries with comparable data, there is no single country where, based on their average numeracy skills, teachers are in the top third of workers with a college degree; and there is no country where they are among the bottom third of college graduates. In fact, teachers tend to come out remarkably similarly to the average worker with a college or university degree. There are just a few exceptions: In Japan and Finland, for example, the average teacher has better numeracy skills than the average college graduate while in the Czech Republic, Denmark, Estonia, the Slovak Republic and Sweden it is the other way round.

But you can look at this another way. While, in each country, teachers tend to score similarly to college graduates on our numeracy test, the numeracy skills of the workforce themselves differ substantially across countries, and so the numeracy skills of teachers vary too: Teachers in Japan and Finland come out on top, followed by their Flemish (Belgium), German, Norwegian and Dutch colleagues, while teachers in Italy, the Russian Federation, Spain, Poland, Estonia and the United States come out at the bottom.
So, how then do the numeracy skills of teachers square with student learning outcomes in mathematics? We will all find out on 3 December when results from the next PISA round, the global metric of student performance, will be published.

In the meantime, we can turn our attention to the things we already know. Unless countries have the luxury of hiring teachers from Finland or Japan, they need to think hard about making teaching a well-respected profession and a more attractive career choice  - both intellectually and financially - and invest more in teacher development and competitive employment conditions. They can also learn from high-performing education systems how to transform the work organisation in their schools by replacing administrative forms of management with professional norms that provide the status and the high-quality training, responsibility and collaborative work that go with professional work. They can develop effective systems of social dialogue, and appealing forms of employment that balance flexibility with job security, and that grant sufficient authority for schools to manage their talent. And, perhaps most crucially, many countries need to do better in attracting the most talented teachers to the most challenging classrooms to ensure that every student benefits from high-quality teaching. The alternative is clear: a downward spiral - from lowered standards for entry, leading to lowered confidence in the profession, resulting, in turn, in more prescriptive teaching and thus less personalisation in learning experiences –that will risk driving the most talented teachers out of the profession, that will then lower the skills of the teacher population.

Time for the U.S. to Reskill?

A few decades ago young people in the United States were among the most educated in the world, but other countries have caught up. Today, despite still being relatively highly educated, the skills of adults lag behind those of adults in many other countries. This has been revealed by the new international Survey of Adult Skills (PIAAC), which measured the skills of adults in 24 countries.

A newly published report, Time for the U.S. to Reskill?, looks at the U.S. and draws some challenging policy conclusions. One in six adults in the U.S., about 36 million people, has weak literacy skills – they can, at best, read short texts and understand basic vocabulary. In Japan the comparable figure is one in 20. In the U.S. nearly one in three have weak numeracy skills against a cross country average of one in five.

These results are not impressive, but what is really worrying is that there are few signs of improvement. In fact the average basic skills of young adults are not very different from older persons, but if you look around the world you see a very different picture – while the overall results of the U.S. are similar to that of Poland, young Poles have better skills than their U.S. counterparts. That means that if nothing else changes, the basic skills of the Polish workforce will progressively leave the U.S. workforce behind.

Unsurprisingly, the school system appears to be one of the roots of the problem. PISA assessments show U.S. teenagers have mediocre basic skills and these are now reflected in the skills of young adults. Dramatic improvements in initial schooling are needed to turn this around. But the millions of adults have already slipped through the net also need help through effective learning opportunities for young adults, policy measures linked to employability and adult learning programs adapted to diverse needs. Not least, it is crucial to build awareness of the implications of weak basic skills, the costs of inaction and the need to tackle the challenge in the interests of all.

More encouragingly, some of the results point to pathways of opportunity. Participation in adult education is relatively high in the U.S. and many of the low-skilled who for one reason or another did not participate in learning activities express an interest in learning. The results of the survey provide much food for thought and show that this moment is also an opportunity for the U.S. – an opportunity to raise awareness of the importance of adult skills, take action and change course for the better.

Erasing the “bright red dividing line” between education and work

Central to the OECD Skills Strategy, which was released last week, is the idea that developing people’s skills and ensuring that those skills are used effectively on the job is everybody’s business—governments, employers, employees, trade unions and students. So who better to discuss the business of skills development than a business leader? Phil O’Reilly, Chief Executive of Business NZ, New Zealand’s largest business advocacy group, was in Paris this week to attend the OECD Forum. Calling the Strategy “an immaculate document” that “points out the complexity of what we’re dealing with”, O’Reilly makes a strong case for the importance of developing “soft” skills in today’s global labour market. “We all obsess about mathematics and science skills,” he says, “but cultural skills do matter.”

What do today’s employers look for in prospective employees? According to O’Reilly, businesses want good citizens working for them. “People who can read and add and think critically—and who can also act accordingly, like by voting; or getting up to give a seat to an older woman: that shows courtesy and the ability to think of others. Even showing up at a demonstration: that shows passion.”

These “soft” skills, defined as emotional intelligence, the ability to work in a team, and to communicate effectively, are largely taught by parents and by communities. While O’Reilly calls “hard” skills—literacy, numeracy, skills in using information and communication technologies, and what are called STEM skills (those in science, technology, engineering and mathematics)—the “ticket to ride” for today’s employees, “those skills will only be considered as good as the ability of someone to use them effectively in a particular place at a particular time,” he says. “Employees with both hard and soft skills are highly valued.”

For many people right now—young people just starting out in the labour market, or older workers who, for one reason or another, have not participated in the workforce for a while—just getting that first—or new—job is a struggle. O’Reilly suggests that these transitions can be eased dramatically if employers, governments and education systems work together to “break down the bright red dividing line between compulsory education and work.“ That can be accomplished, he says, by creating “pathways” between the two worlds, in the form of internships and apprenticeships. “We need to get students and employers to rub up against each other intellectually,” he says. “We need to narrow the gap between the end of compulsory education and the next experience”, whether that is work or continuing education or training, “because skills will deteriorate if we don’t.”

Information is crucial. The idea is not to tell students what to do, but to “give them and their parents information about what they need to do to get to where they want to be,” whether that is becoming an architect or a plumber. “We need to make sure students have enough information so that they can make an informed choice.”

In short, he says, “policy makers and businesses need to be talking about skills needs so that employers and workers are at the centre of the system, rather than being victims of the system.”

Bridging the skills gap

If you were to ask someone which countries tend to bear the brunt of a shortage of skills in this era of globalised trade, you couldn't fault them for thinking of developing countries.

While this is certainly true, the problem is by no means limited to poorer countries. Indeed, even in countries at the forefront of the developed world and consistently at the top of the PISA rankings, skills shortages can plague the economy.

Two such countries are Australia and Canada.

The Canadian Council on Learning says there is a clear “gap between the demand for workers with strong literacy and numeracy skills and the supply of Canadians who possess them.” They point out that the growth in the information communication technology industries, coupled with the reduced demand for unskilled workers due to foreign outsourcing, has only served to intensify the need for skilled workers. The question is why there is such a gap when Canadian teenagers do so well on tests such as PISA's. The answer, they posit, lies in the failure of adults to keep up with the “demands of the emerging knowledge society and information economy”. In other words, lifelong learning is as essential to a strong economy as successful schools (as can be seen in the OECD’s Education at a Glance statistics on adult participation in education and learning, job-related training is comparatively low in Canada).

Australian companies are also hard hit by the skills gap. The Australian Institute of Management recently released a study that found 82% of organisations admit to a skills shortage in their workplace, with middle management lacking particularly in leadership and technical skills.

Brian Schmidt, Australia's 2011 Nobel Prize winner for Physics, feels that a key problem is the lack of skilled teachers, particularly in maths and science. He points to the OECD’s Education at a Glance statistics on teacher salaries, which indicates that there tends to be a correlation between well paid teachers and students that excel.

The country's mining industry is suffering, in Mr Schmidt's opinion, from a direct consequence of this. He says that the industry's lack of highly trained engineers threatens the resource boom currently under way in Australia. He relates how the chair of the mining company BHP Billiton told him the biggest problem his company faces is finding highly skilled employees competent in mathematics.

The consequences could be dire for Australia. BHP Billiton predicts that the mining industry alone will require an additional 150 000 workers over the next five years.

Furthermore, Chris Evans, Australia's Minister for Tertiary Education and Skills, estimates that Australia will need over 2 million additional workers by 2015 with higher vocational education and training (VET) qualifications. To meet this challenge, Australia drew up ambitious plans just last year to improve its existing VET system (which, as Learning for Jobs: OECD Reviews of Vocational Education and Training shows, is already quite strong) by investing up to €15 billion by 2020.

In Latin America, an altogether different region of the world, the economic pain from the skills gap – evocatively known in Spanish as “la brecha”, or the breach – is also acutely felt. According to the Inter-American Development Bank (IDB), youth unemployment has increased across Latin America more than any other region in the world, and this can be directly attributed to young people lacking the skills required by the labour market. Not surprising when time and time again the research shows that poor skills go hand in hand with economic hardship.

In a study released earlier this month, the IDB stated that the youth in Latin America have a long way to go in developing the “interpersonal skills the market requires, such as responsibility, communication and creativity”. Its research shows that the majority of young workers across the region have informal jobs and lack social benefits.

One thing that is common to all these countries is that children from disadvantaged socio-economic backgrounds are disadvantaged when it comes to foundation skills in reading, mathematics and science (see OECD’s Education at a Glance statistics on equality in educational outcomes and opportunities). However, countries with the very best scores in PISA tend to have schools that are more inclusive. In other words, students can score well regardless of their socio-economic background. This in turn benefits the economy and society as a whole.

For if knowledge and skills are the global currency of the 21st century, countries will do well to stock up on their reserves. They can do so by encouraging people to learn, enticing skilled people to enter their countries, encouraging people to use and build their skills at work, retaining skilled people, matching skills to demand, and finally increasing the demand for high-level skills. That goes for economic heavyweights and flyweights alike.

Making education reform happen

This is the time of year when a lot of us resolve to commit ourselves to self-improvement plans of greater or lesser magnitude. Spend more time reading? On the list. Eat better? Ditto. Reform the education system? Whoa—nice idea; but isn’t that a bit too ambitious? 

What is it about education reform that all-too-often turns resolve into sighs and resignation? If countries really want to keep that resolution, here’s a suggestion: invite teachers to get involved.

On the face of it, it seems elementary: The best—meaning the most sustainable and effective—reforms happen when those who are directly affected support them. You don’t have to take our word for it; just look at how some of the best-performing and rapidly improving school systems got that way. Take Finland,  for example–one of the consistently best-performing OECD countries in the Programme for International Student Assessment (PISA) since the assessments were first conducted in 2000. While teachers there have long enjoyed high professional status (which should be one of the goals of reform in countries where teachers are poorly trained, poorly paid and not recognised as the professionals they are—or should be), their views on improving student performance are actively solicited and, to the extent possible, used to spur and support change.

Ontario, Canada, initiated a comprehensive reform of its education system in 2003 to improve graduation rates and standards in literacy and numeracy. Those who led the reform effort acknowledge that it couldn’t have been as successful as it has been without the involvement of teachers’ unions and superintendents’ and principals’ organisations. For example, a collective bargaining agreement with the main teachers’ unions there eased the way for a reduction in class size and more preparation time for teachers—changes that, in turn, led to the creation of some 7,000 new jobs.

When teachers, union leaders and education ministers meet again in New York this March for the second OECD co-sponsored International Summit of the Teaching Profession, they will no doubt take as a starting point their conclusion from last year’s Summit: that high-quality teaching forces are created through deliberate policy choices, and by engaging strong teachers as active agents in school reform, not just using them to implement plans designed by others. In other words, the resolve to reform education can only be turned into real reform if teachers are at the forefront of change.

So in these first few days of the new year, be ambitious in your resolutions—and wise in keeping them.
